Regional Commodity Specialist #R1300 - Richmond
(Public Relations & Marketing Specialist III, Pay Band 4)
The Virginia Department of Agriculture and Consumer Services, Division of Marketing, Food Distribution Program is seeking a qualified Regional Commodity Manager. This position is based in Richmond with regional responsibility for approximately 35 counties and adjacent cities in the Tidewater and Eastern Shore areas of Virginia. Duties include overseeing the application of regulations and policies of the Food Distribution Program among schools and institutions receiving foods donated by the United States Department of Agriculture (USDA). This position also coordinates the Emergency Feeding Program and Commodity Supplemental Food Program with Food Banks. The position requires traveling to participating schools and institutions to explain the program and interpret federal and state regulations and policies; consult on food safety; expand donated food usage; review recipient agency compliance with program requirements; and make recommendations for improvement. Additionally, this position monitors contractual performance of food distributors and resolves problems with distributors and recipient food institutions. Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth’s telework policy.
This is a restricted position dependent on available funding and involves extensive regional travel, occasionally overnight.
Minimum Qualifications
General knowledge of institutional food service operations, nutrition or food science/safety principles as well as food inventory systems, audit, control and reporting processes. Exceptional and enthusiastic customer service skills. Ability to apply basic principles of marketing and promotional concepts. Demonstrated ability to communicate effectively orally and in writing; to work independently; to organize and present ideas, materials and concepts clearly; and to establish and maintain positive working relationships. Must possess proficiency in the use of personal computers to include the use of MS Office Suite and other related applications. Capability to interpret government regulations, contractual terms, and data. Experience analyzing, interpreting and providing details responses and explanations of related procedures, regulations, contracts and policy requirements to program clients and vendors. Must have experience planning and scheduling workloads requiring frequent travel with occasional overnights. Must have (or be eligible for) and maintain a valid driver’s license and have a driving record that reflects a sense of responsibility for highway safety. HS Diploma/GED required.
Additional Considerations:
Graduation from an accredited college or university with major studies in food science, nutrition, business administration or a related field of study is preferred along with a combination of experience in marketing, food technology, food service, and federal programs. An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this education and experience.
