Job summary

It’s an exciting time in the Commercial Function at Companies House, as we strengthen our Commercial Delivery Team by introducing additional roles to deliver procurement activity.

Our Team is split into two, closely coordinated teams. Commercial Delivery manage the first stages of the commercial life cycle from requirements definition, market analysis and engagement through to market tender, and contracting with our selected suppliers. The Supplier Performance Team takes up the second part of the life cycle and manage contract implementation, in life contract management, disputes, exit and everything else in between. Both teams report into the Head of Commercial.

The role will contribute to delivering our procurement activity and category strategy, providing a customer focused support service, building strong professional relationships. You’ll support delivering effective and expert commercial advice, ensuing compliance and good practice in line with Companies House governance and procedures, and the wider government agenda.

As a Commercial Lead, you’ll drive and support procurement activity in your area of responsibility, supporting BAU, our transformation programme and key projects. Providing commercial advice, developing sourcing strategies, innovative solutions and making sound recommendations to achieve the best commercial outcomes. You’ll be the expert in your area and require excellent commercial judgement, leadership skills and capabilities appropriate for this role.

Job description

Aligned to the Civil Service Vision, our team provides brilliant services for our internal customers based on end to end support for all commercial activity, including our organisational transformation programme. Our breadth and scale of work is expansive, and covers the full commercial cycle from engagement, needs analysis, strategy, through to tender activity, award, execution of contracts, transition support, Supplier Relationship Management and finally contract re-tendering and or exit.

Our Commercial Lead Digital role is: responsible for commercial delivery of digital and IT projects across Companies House, including Cloud Hosting, Telecoms & Networking, Data, Cyber Security, Digital Development Resources, Key Software / Hardware agreements.

This role will include line management.

Reporting to the Head of Commercial Delivery, your key responsibilities will be:

  • Leading complex commercial and end to end sourcing activity, including pre-procurement activity, requirements definition, strategy development, market engagement and producing the invitation to tender pack (including specification, technical and financial evaluation and contract drafting).
  • Commercial Lead for assigned category; including sourcing strategy development, spend and contract analysis, aggregation of contracts where possible and ensuring value for money in each area
  • Playing an active role in supporting cross-functional project teams, leading market engagement activity, identifying requitements, developing the commercial elements of the business case, influencing sourcing direction and delivering commercial strategies and successful outcomes.
  • Line Management, including day to day management, mentoring and staff development.
  • Attending and presenting procurement strategy at senior level governance boards.
  • Managing your assigned category pipeline of contract renewals, extensions, procurements, and re-procurements.
  • Excellent stakeholder engagement and management skills across all levels of the organization providing best practice, guidance, and providing expert knowledge.
  • Ensuring compliance with relevant policy and procedures
  • Work directly with the contract management team, and your contract management category counterpart to ensure contracts are handed over correctly, and setup for success.

Person specification

We’re looking for an experienced Commercial Professional:

  • With strong commercial knowledge and experience across the full commercial sourcing cycle within the UK public sector
  • Experience and knowledge of several of the types of agreements stated within the role you have applied for
  • A track record of successfully delivering commercial / procurement projects to meet strategic goals.
  • Proven experience of driving and supporting complex transactions and developing innovative solutions that meet organisational objectives within the commercial, procurement and contract management environment.
  • Ability to work across teams and business units, bringing people together to achieve a common objective whilst creating an effective network and building trust.
  • Have well developed interpersonal and communication skills, with experience of communicating to wide audiences from across the business and the supply chain.
  • Experience of influencing key stakeholders and suppliers at a senior level within a commercially focused environment.
  • Proven experience of supporting commercial teams in building capability and sharing your knowledge, preferably in a dynamic transformational environment, managing competing demands for priorities and resources.
  • Proven capacity for successfully implementing commercial strategy, policies, and procedures
  • Be able to demonstrate evidence of your commitment to personal development.
  • Applicable professional qualification/s along with strong understanding of the principles of commercial management (e.g. Chartered Institute of Purchasing & Supply, International Association for Contract & Commercial Management, Institute of Leadership & Management).
  • Demonstrable ability to work effectively and establish effective working relationships with professional colleagues.
  • Demonstrable knowledge and experience of UK public sector procurement legislation
