The Business System Analyst role sits within Reading Borough Council’s newly formed Digital, Transformation and Change service (DTaC). The successful applicant will be both part of a busy IT service delivery team, and, for the duration of the implementation project, part of a dynamic project team lead through the corporate project management office (PMO).


The role will be involved in the Council’s Case and Customer management (CCM) project, a project looking to replace legacy Council systems with the Arcus Global platform built on Salesforce. CCM is an exciting and transformational project for the Council, supporting the realisation of two key Council strategies – Customer Experience and Connected Reading – and ensuring our teams have the technology they need to provide excellent services to Reading residents.


The project will involve retiring two legacy systems, which are embedded into the Councils IT infrastructure, with a single, streamlined system. This role will be central to the success of the project, taking a lead on mapping and migration of data, configuration of the system to meet business need and supporting teams across the Council to prepare and embed new ways of working.

About the role


The Business System Anaylst will receive training on system configuration and will lead (working with subject matter experts from the business) on the configuration of the new platform to meet business needs. This post will also lead on data work for the project, reviewing and mapping data on current platforms, and working with the provider to load and review migrated data.


Following implementation, your purpose is to ensure the effective operation of critical and important business applications – with a focus on the Arcus platform - by carrying out second-line application support activities: activities that require knowledge and understanding both of the application estate and the business context in which they are being used.


The role involves building and maintaining that understanding, working closely with the Design Authority team and end users to understand and apply relevant technical standards, and establishing effective relationships with users and suppliers.


About the Role


You’ll be responsible for the configuration of the Arcus Platform. Main duties include:


  • Managing the process of data migration from the legacy Planning Application & Regularity application to the new Platform.
  • Working with the project team to capability capture, analyse (problem solve/ trouble shoot) the business needs of the Planning & Regulatory Service and Customer Fulfilment mapping the existing processes ready for review against new processes.
  • Working with the Business Analyst's team you will assist in the development of outputs to support the changes to the system including requirement specifications, options analysis, process maps, technical specifications, testing, reports, and training (manuals, classroom training and e-learning materials as required) for the new product implementation.
  • Review data held in our customer facing portals, collaborating with the business to establish who, what and when customer facing data needs to be migrated to the new customer portal with a focus of establishing the process of how to remove data duplication and avoid future duplication.
  • Responsible for establishing a process of how system configuration of changes in the salesforce environment should be controlled and implementation using our standard change control processes to handle process and workflow changes
  • Work as part of a project team to support managers and staff through cultural change and transition planning as part of the implementation of the system change

About you


You’ll be a logical, objective, and analytical thinker with good attention to detail. You’ll be a strong communicator, who can explain technical information in a clear and engaging way, with the ability to build relationships with a variety of stakeholders. You’ll be proactively able to manage and prioritise your time, workload and curious with the ability to build and maintain your knowledge of systems.

  • Working in public sector organisations
  • Working in a dynamic project environment, particularly in overseeing the mapping and migration of data
  • Writing business requirement and technical specification for a system change
  • Analysing complex service and application data
  • Preparing and presenting clear and concise documentation and reports for a variety of purposes
  • Delivering training (including materials required) and supporting colleagues through a major system change
  • Working with 3rd party providers, suppliers, or consultants in the delivery of appropriate technology, process, and cultural change
