The purpose of the role is to lead the joint commissioning of services for children, adults and families, working with a range of partners across the statutory, private and voluntary sectors, including the NHS to develop robust, integrated commissioning structures and processes. To build and maintain relationships and work co-operatively with relevant service managers, providers and officers from across the department and the Council to ensure that commissioned services meet the continuing and changing needs of children, adults and families. Key Responsibilities:
- To support the development of a DAAT work plan to meet core outcome objectives.
- To provide a range of administrative and business support to enable departmental work plan objectives to be met.
- To support the production of internal gateway reports that seek approval for commissioning decisions, contract variations and / or strategic approaches to DAAT responsibilities.
- To oversee the Tier 4 detoxification and residential. rehabilitation process ensuring that applications are processed and approved in line with all processes and governance requirements.
- To manage and respond to queries received into the shared DAAT inbox.
- Provide project management to support the delivery of commissioning priorities and agreed content within the work plan.
- Provide Business Support functions at a range of meetings.
- Lead on specific commissioning projects that help shape and influence the provider market to deliver the departmental priorities, including the development of market management and development strategies to deliver greater choice and control for people who use services.
- Work closely with finance, procurement and legal officers to ensure procurement processes are timely, competitive, transparent and equitable.
- Ensure that accurate and reliable data is collected and maintained on relevant business systems in the manner and frequency required.
- Develop and maintain expert knowledge on relevant legislation, guidelines and government policy in relation to children, adults and families in order to support and develop effective collaboration with service managers from across the department.
- Research, collect, collate and analyse information about the local market in order to identify changes or developments in service provision, develop the local market and ensure a relentless focus on efficiency and value for money from commissioned services.
- Lead cross-departmental projects, creating flexible, outcome-based, fixed-life project teams to deliver the rapid changes required by the new local and national policy and financial frameworks
- Work closely with strategy, performance and public health leads to contribute to the planning and delivery of the Joint Strategic Needs Assessment and Health and Wellbeing Strategy
- Facilitate stakeholder involvement in service re-design and development, ensuring proper involvement in decision-making undertaken by the relevant partnership or governance groups by organising and chairing workshops, consultation events, information events, forums and steering groups as appropriate.
- Represent departmental commissioning at cross agency strategy, planning and development meetings, and contribute to the development of new inter agency initiatives across the children and adult’s system in Southwark.
