Job Summary
Eastern Washington University (EWU), a regional comprehensive university, is seeking a Business Manager for the EWU Professional & Continuing Education (PCE) unit within Academic Affairs.
The successful candidate will report to the Assistant Vice President for Professional & Continuing Education, providing essential operational duties throughout the unit. Primary responsibilities involve providing budget and resource management of the PCE unit including students, staff, and faculty. The position will be the program representative and resource for students and other campus partners. This individual will exercise independent judgment, discretion, and confidentiality, utilize delegated authority to make and implement plans, decisions, and commitments in areas related to university policies and department business operations. This individual has a comprehensive range of responsibilities including planning, personnel, purchasing, reporting, special project support, and other administrative functions. Core competencies for this position include professionalism, leadership, communication skills, organization, and analytical skills, and professional knowledge about the program.

Required Qualifications
- Bachelor’s degree.
- Five years of experience directly related to academic, student, and program support services.
- Demonstrated budget development experience and leadership in providing fiscal guidance based on policies or regulations.
- Strong analytical skills and attention to detail.
- Experience with managing a variety of projects and tasks while meeting multiple deadlines in a fast-paced environment.
- Demonstrated interest, ability and/or experience promoting cultural competency, universal accessibility, and/or diversity.
Preferred Qualifications
- Master’s degree in Business, Public Administration, or related field.
- Experience working in Higher Education or a Continuing & Professional Education unit.
- Working knowledge using an Educational Management System.
- Strong interpersonal and communication skills.

Unit Management & Administrative Support
- Develop, interpret, advise, and implement policies and procedures related to the unit operations,
- Prepare and maintain administrative and business reports and records.
- Gather and compile information from sources to refer or present pertinent information to campus administration.
- Provide counsel for campus administration on matters of major significance that may affect the operations of the unit as a whole.
- Participate in short- and long-term planning activities.
- Represent unit in daily business including staff/unit meetings, conferences, and the general public.
- Coordinate operating procedures with other units in compliance with University, State and Federal policies and procedures.
- Interpret and apply University, federal and state laws, rules, policies, and procedures,

- Respond to and triage inquiries about courses and programs.
- Provide guidance and serve as a resource to PCE potential students.
- Provide accurate information, guidance, and assistance to students regarding eligibility requirements, curriculum, financial aid resources, and the registration process and policies.
- Communicate course information and changes to students (e.g., class cancellations, times, locations, instructors, etc.)
- Serve as liaison for PCE students and university resources as appropriate (Financial Aid, Writers’ Center, Veterans’ Center, faculty, and other offices on campus).
- Work with website developer and program leads to ensure PCE website is thorough, useful, and complete.
- Manage textbook/student resource orders, as needed.
- Process, monitor, and confirm student payments.

- Review programs and recommend operational changes and modifications with appropriate analysis,
- In collaboration with AVP, develop, establish, and communicate procedures to implement new programs, and make improvements to current procedures.

- Develop and maintain schedules and plans to ensure that all program activities occur in a timely, well-organized manner.
- Manage the process for ongoing formative and summative evaluation of PCE instruction and programs.

Budget and Resource Management
- Manage budgeting and expenditures of PCE funds including budget projections for ongoing programs and services.
- Review budget information to advise leadership and administration of financial status of program and problem areas.
- Develop cost estimates and plans/projects future program needs including budget requests.
- Maintain and modify fiscal record keeping systems, databases, and spreadsheets.
- Manage and support the Unit Purchasing Card and Travel arrangements.
- Prepare budgets, MOUs, and contracts in accordance with University policies.
- Find and negotiate contracts with marketing experts, instructional designers, and others as needed.
- Manage personnel actions and purchases for instructors and hiring Adjunct Faculty.
- May process travel expense records; ensure compliance with state and institution regulations and procedures; allocate travel expenses to appropriate budgets.
- Maintain purchasing records and resolve problems; review, approve and allocate purchase to proper budget category.
