Role overview

To provide management co-ordination and lead on key medium- and long-term innovation projects within Operational Services.
The role will be accountable for the design, management, budget and achievement of milestones and overall project objectives.

Key responsibilities
  • The development and delivery of long-term plans, programmes & strategies relating to Waste Management and Fleet Management in line with government objectives, Customer Service and standards of provision of good practice.
  • The effective and efficient day-to-day management of resources and teams within the Service to ensure their competitiveness and optimise the benefits to the Council and residents of the Borough.
  • Undertaking the development of the Borough’s waste management strategy and to seek external resources to achieve and sustain development
  • Develop business and income opportunities with partners and others external to the organisation through Service Level Agreements, i.e. Schools, business contracts etc.
  • To be the technical competent manager for Environment Agency permit activity for waste storage and transfer at Moorhey Street Depot
Key Requirements
  • To carry out the management and control of the activities, resources and staff employed in the Service to ensure that service objectives and performance targets are achieved and contribute to the overall strategic management of services.
  • To be responsible for the leadership and management of the day to day operation of the waste management services so that the service is delivered in line with agreed standards and plans.
  • To be responsible for the Council’s Waste Transfer Station and ensure it is operated in accordance with the Waste Management License and Planning Permission and any modifications that may be required to these documents.
  • To take a lead role in ensuring that health and safety policies, risk assessments and procedures are up to date, managed, implemented and communicated within the waste collection operation. To identify and manage Corporate, Departmental and Service alliance risks.
  • To actively manage, monitor and control allocated budgets and ensure that the Council’s waste disposal levy is managed (Circ. £17m) and profiled appropriately, preparing reports proposing any necessary action to improve effectiveness. This includes the management of the Council’s bulky household waste contract (approx £400k).
  • To take an active role in the long term development and implementation of the Council's Service Alliance and other environmental strategies and initiatives resulting from it and to ensure that all relevant environmental legislation and standards are met.
  • To work with the head of service in assessing the borough’s requirements for waste disposal and highways, identifying problems and opportunities, developing concepts and preparing strategies.
  • To investigate complaints, carrying out rectification work, preparing reports and responding to complainants.
  • To prepare needs analysis, mapping processes and data collection to identify gaps and opportunities in the public realm network and support development including monitoring and review systems for performance management.
  • To promote develop and manage business opportunities with neighbouring authorities and partners to share professional expertise i.e. campaigns & awareness raising programmes to maximise the benefit of scale, and the council.
  • To maintain an awareness of developments in materials, plant and equipment and working methods and implement changes (including the procurement of equipment) as necessary to ensure the on-going effectiveness of the service.
  • To ensure the Service’s compliance with DEFRA’s Waste Data flow recording systems.
