The IDAM programme is delivering a range of initiatives that cuts across the whole of the University of Bristol. The nature of these initiatives affects UoB organisational identities, HR policies, Security Policies, Business Processes, IT systems etc.
Given the complexities of the programme and its impact across all aspects of the UoB Operating model it is a requirement to define what the landscape will look like during transition/implementation of the Programme and the future or the target state that the capability is hoping to achieve. Further work to shape the IDAM strategy is required to deliver this.
The role of this specialist Business Analyst will be to work alongside the Programme manager and deliver the detail behind the current high-level roadmap; to focus and develop all of the Op model impacts
inclusive of all related processes, people, data, policy, Org design etc as well as working with the IT Solutions Architect to align to the technical solutions.
This will also include the extending of the roadmap post Programme delivery and support the transition/planning of the Op model into BAU.
The ability to interpret high level requirements across the IDAM projects and assess impact to the Op model, providing this as an overview.
Currently there is no experience within the BA that aligns to the skill set required to undertake this piece of work.
Candidate is to have experience in the developing of Target Operating Models (TOM) and transition states across a complex organisation; with the ability to assist in developing and aligning to the strategic vision being a key requirement of the candidate in particular within a digital/IT programme. Experience of working within a university environment and/or on a IDAM programme would be desirable but not essential.
DESCRIPTION OF THE ROLE/ RESPONSILBILITES
- Define the lower-level detail of the target operating model (TOM) for the IDAM Programme, aligned to the current high-level road map and maturity capability assessment already in existence.
- Work with Programme and project team, to interpret high level project requirements into the transition states and end target state.
- Deliver the operating model against all aspects (policy, process, data, people etc) to a low level to include Programme end state and overall Target state. With the ability to deliver complex process maps to support and user journeys/stories.
- Engagement with key stakeholder to discuss and agree operating model impacts and end state.
- Work with the Project team and stakeholders to help define services owners, and impacted functions across the IDAM capability post embedding of the TOM.
- Assist in planning and embedding the operating model (inclusive of managing any changes to the OD and the liaison with HR, legal and union – if appropriate)
ESSENTIAL SKILLS, EXPERIENCE AND TECHNICAL EXPERTISE REQUIRED
- Demonstrable experience as a strategic thinking Business Analyst who can work with ambiguity and deliver both a strategic view and detailed analysis
- Expertise in delivering roadmaps and operating models in a large, complex organisation with systems and platforms comprised of legacy.
- Proven experience of delivering User stories/journeys and detailed process maps (as is and to be)
- Proven experience in supporting the developing out of the vision and strategy into transition states, and delivering the underpinning detail of impacts against policy, process, people, organisation etc along with working with the technical solutions on the legacy systems and the introduction of new technology.
- Must be a self-starter
- Must have great stakeholder engagement and communication skills and adapt to conversations from business to IT across senior levels.
- University (or similar) experience would be desirable – but not essential
- IDAM experience would be desirable – but not essential.
