Role overview (what can I expect why does it exist?)
The Business Analyst is crucial role working in a ‘programme’ team focussed on developing and implementing the Future Target Operating Model for Police Air Support for England and Wales. The preparation of this transformation needs all the analytical and research skills you bring. Using your skills in understanding the ‘business/service’ current operating model, the people, processes, information, capability, data and technology.
Being a key contributor at every stage, from options (future) and feasibility to design, testing, implementation and defining what success looks like. All the while engaging with a diverse group of stakeholders who may at times struggle to want, understand and embrace the transformation. Your diverse skillset of being analytical and able to communicate, engage, persuade, explain and clarify exceptionally well will be called upon every day.
My Team and the BlueLight Team (what is being part of the Team like?)
You will be part of a small and professional team with a very clear remit. But you are also part of BlueLight Commercial and face out to all the police forces that call on NPAS services.
Working closely with the Business Architects and numerous senior stakeholders on the documentation and realisation of changes to architectural artefacts such as capability models, road maps etc
Your team embody this principle of building trust and setting foundations for effective change management. This principle means:
Open and Transparent Communications. The Transformation Programme will address questions and concerns through regular two-way open and transparent communications with all stakeholders to build trust and an effective plan for change.
Planned in Consultation. Implementation plans will be developed in consultation with stakeholders to ensure business continuity and the minimum disruption to service delivery.
Objective, Impartial, and Evidence Based. All team members must remain objective and impartial throughout the process in the interest of maintaining national service delivery
My Responsibilities and accountabilities (what will I be doing?)
Engaging with stakeholders and colleagues
- Developing, maintaining and managing stakeholder relationships (internally and externally), including directly engaging with stakeholders to build relationships, trust and credibility. Monitoring those relationships, identifying risks taking mitigating actions.
- Developing and/or applying communication strategies to build relationships, using informal and formal channels to engage with stakeholders at all levels. Resolving conflict where required to achieve the desired result.
- Communicating the benefits of recommendations and addressing concerns, resolving conflict and points of disagreement or misunderstanding.
- Facilitating workshops, presentations, meetings and stakeholder events.
Business Analyst
- Investigating and analysing current operations, processes, systems, information etc.
- Designing potential solutions to any problems identified during the research phase.
- Undertaking modelling for proposing operational improvements and changes.
- Assessing opportunities and potential risks related to the transformation roadmap, plan, sub-projects etc.
- Developing documentation on current and target future ‘state’.
- Creating and collaborating on plans and processes to evaluate the impact of changes.
- Applying methodologies e.g. Agile and its associated tools and techniques to deliver at pace, also to assist others in their understanding.
- Developing and providing dashboards and tailored reports and visualisations based on a variety of user and stakeholder needs, analytical reports, new / evolving risk heat maps, senior management MI, governance reports and data.
- Supporting testing of the concepts, processes, systems and technology to ensure it requirements are met and benefits delivered.
- Overseeing the implementation of approved process improvements.
- Carrying out periodic quality checks.
Future Operating Model for Police Air Support in England and Wales (BA technical)
- Supporting the design, development and maintenance of future operating models that align to the vision and strategic change objectives.

Undertaking any other work as directed by your line manager in connection with your job as may be requested.
Qualifications & Accreditations:
You are someone who has attained:
Degree in Business Studies/Business Administration, Engineering, or Technology/Computer Science or equivalent experience or qualification.
Experience & Knowledge
You are someone who has:
- Substantial experience as a Business Analyst working in transformation environment(s) developing operating models.
- Proven application of a range of delivery and lean methodologies and proficient in applying an Agile mindset to all aspects of your work.
- Experience in business analysis, requirements management, business modelling, business process improvement and business process testing.
- In-depth knowledge of data modelling techniques.
- Solid experience and understanding of the full project lifecycle.
- Previous experience of successfully building, maintaining and developing relationships with stakeholders, including managing multiples perspectives and opinions.
- Experience of leading on the modelling of processes, systems and data at varying levels of detail or complexity.

- Analytical with an evidence-based approached, skilled at understanding data and making judgements, visualisations, able to work on complex issues, and communicate recommendations and solutions in a clear and concise manner.
- Adept at identifying, analysing, challenging and validating business and user requirements.

- Skilled in co-ordinating and reviewing the prioritisation of requirements to help meet programme objectives.
- Able to assure proposed solution(s) align with business goals and objectives, business and user need and achieves the required outcomes and expected benefits.
- Skilled at identifying and supporting the implementation of opportunities to improve business performance within a project or programme.
