West Midlands Police (WMP) is the second largest metropolitan force in the UK. This is an exciting opportunity for an experienced Business Analyst to join the newly formed Strategy, Assurance and Delivery Function which sits at the heart of the force.
As part of the Centre of Excellence, Business Analysts play a vital role in change consultancy and delivery. You will provide expert business analysis and lead on a range of change initiatives, from small to large scale projects, business-led change improvement and operating model design and assurance.

Specific Role Purpose:
- To work across the entire change portfolio and articulate business change needs, assess the impact of those changes and capture, analyse and document requirements
- To conduct and support process and continuous improvement activity to identify areas of waste, value and improvements and ensure the most efficient and effective use of resources whilst providing best value service to the customer
- To undertake reviews of business functions and to design and assure new elements of the operating model, ensuring alignment with the organisational operating model and developments in IT systems
- To support the communication, progress and delivery of business change needs with all relevant stakeholders
Key Responsibilities:
- Undertaking, within West Midlands Police and outside agencies, the methodical investigation, analysis and documentation of business functions and processes
- Work in partnership with West Midlands Police colleagues and outside agencies to provide advice and guidance on business analysis approaches and methodologies in support of the force’s purpose, goals and objectives
- Develop AS IS and TO BE states for business processes and operating model designs which provide recommendations for sign off
- Collecting, understanding and disseminating business requirements and translating these into key deliverables, including business and functional specifications and detailed test plans
- Assess and recommend software and hardware products to meet business requirements and customer expectations
- Provide the link between the customer, development team and any 3rd party regarding software functionality throughout the development lifecycle
- Business test solution designs and resolve relatively complex problems and issues through their own skills and/or liaison with different departments or third-party suppliers
- Documenting the results of business analysis as appropriate to outline findings and obtain sign off from the customer
- Where necessary, plan and guide the delivery of small/medium sized projects overseeing the work of in-house teams or contractors
- Any other duties commensurate with the role and band/grade
Knowledge and Experience:
Essential:
- ISEB BCS Diploma or equivalent (or suitable evidence and experience to demonstrate capability)
- Business Analysis, business process and information modelling: Knowledge and experience of using various tools and techniques to help understand and document a business and its operation across all areas of the operating model (demand, organisation, people, location, process, systems, information, equipment and management/performance)
- Information capture techniques: The selection, application and successful use of information gathering methods, tools and techniques that are appropriate to the information required and the sources available
- Ability to understand the strategic aims and objectives of the organisation and be able to work at a strategic level with Chief Officers and other senior members of staff
- End to end experience of project and change lifecycle with proven experience of interacting directly with stakeholders at all levels
- Demonstrable evidence of problem analysis and problem-solving skills for both simple and complex problems
- Demonstrable evidence of analysis skills and documenting complex business processes, both in the AS IS and TO BE state
- Demonstrable evidence of the use of continuous improvement and process optimisation tools and techniques
- Strong numerical and verbal critical reasoning ability in order to think strategically, logically and clearly, and to take rational decisions and decisive action under pressure
- Results oriented with good communication and interpersonal skills
- Good presentation skills – both written and verbal
- Possesses a high degree of accuracy and attention to detail
- Experienced and competent in the use of MS Office applications (specifically SharePoint, Visio, Word, Excel and PowerPoint)
Desirable:
- It is highly desirable that the applicant has a minimum of 4-5 years’ experience in Business Analysis
- Management or professional responsibility experience
- Development and implementation experience
Hours of Work:
The post holder will be contracted to work 36.5 hours per week but will need to be flexible to meet the demands of the post and may have to work outside normal core hours and travel to different locations across the region, as required.

Interview
These are anticipated for w/c 13 February 2023.
Vetting
Successful applicants will be required to pass Management Vetting and Security Clearance scrutiny prior to commencing their role, this will include a full background & financial disclosure as part of the vetting process.
Medical
Appointment to this role will be dependent upon successfully medical checks, which may include a drugs test and if required a fitness test.
