The Warm Scottish Welcome team
Our mission is to develop the data platform and digital services enabling Scotland to support displaced people coming to Scotland. These services include capturing offers of accommodation and providing tools to help the process of matching displaced people to those offers.
Our immediate focus is those affected by the war in Ukraine. Having spent time with people displaced by the conflict we’re enormously proud of enabling Scotland to provide sanctuary immediately, welcoming significant numbers with the right safeguards in place.

Operating at pace in a complex, rapidly evolving context users are at the heart of our approach – local authorities, people offering accommodation and many others including displaced persons themselves.
We are comfortable responding swiftly to change – quickly reviewing priorities, making decisions and shipping features. Above all, we are committed to delivering and supporting each other in achieving this actively encouraging and experimenting with new ways of working.

Remote Working
We operate a flexible location policy, with a contractual named base in Scotland of St Andrews House, Edinburgh or Atlantic Quay, Glasgow
Currently the team is working on a remote basis typically planning to spend 1 – 2 days a month at St Andrews House for collaboration, workshops and other activities. If preferred you can of course spend more time working at the base office (or an alternative Scottish Government office subject to availability). Commuting costs to the named base office are not reimbursed

As a relatively new greenfield service we are focused on continually improvement – making it easier and more accessible for users, more efficient and cost effective.

Accordingly, our growing multi-disciplinary team includes specialists in User Research, Service Design, Business Analysis, Software Engineering, Product and Delivery Management.
We are comfortable responding swiftly to change – quickly reviewing priorities, making decisions and shipping features. Above all, we are committed to delivering and supporting each other in achieving this actively encouraging and experimenting with new ways of working.
Responsibilities:
As a Business Analyst you will contribute to the design, build and operation of the Warm Scottish Welcome data platform and services which we are developing at pace.
Investigating and documenting user and operational needs, your findings will enable you to work within and support your colleagues in delivery against those needs.
Looking back on a successful first year you can take pride of the progress made both in building the platform and demonstrating its value and sustainability to colleagues and partners who respect your expertise and support. Most of all you’re proud of the impact your work has made to helping those who need it.
The activities required for this role may include:
Building and maintaining a deep understanding and awareness of operational and user contexts and processes, creating and maintaining documentation as required and assisting in the design and delivery of digital and other solutions.
Engaging with stakeholders at all levels, including building direct working relationships with users, to clarify and understand needs, and evaluate potential solutions.
Acting as an ambassador for the team or organisation, and explaining and promoting the product through ad hoc conversations and other forums such as show & tells, presentations.
Understanding, explaining and presenting user needs in various formats as required, discussing and clarifying user needs and solution options with internal and external stakeholders, and writing up user stories in Jira or other similar tools, with clear descriptions and appropriate acceptance criteria.
Contributing to collaborative solution design, based on your knowledge and insights, working with users and other specialists to devise and analyse potential ways of meeting the expressed needs.
Contributing to documentation as required – this could include ad hoc documents to set out and explore a specific issue or proposal, standard templates such as business cases or process maps, project documentation such as risk registers or plans, or ongoing documentation such as creating and maintaining user stories in Jira.
Evaluating delivered software and other solutions against agreed acceptance criteria and within the team’s quality assurance framework, in collaboration with developers and testers.
Providing hand-on support to the team as required during all phases of the delivery lifecycle including planning and arranging rollouts, planning, performing, and recording testing, and preparing and delivering training and drafting handover material and user guides.
Assessing proposed solutions against organisational and non-functional requirements, for example, policy, legislative requirements, standards, security and performance expectations.
Contributing to ongoing improvements in the team and organisation’s ways of working, proactively engaging with Agile ceremonies and demonstrating a continuous improvement mindset.
Collaborating with other professions within scope of the delivery to embed the Business Analysis role and value in the context of a multidisciplinary team.
Having people management responsibilities and supporting coaching/ mentoring for more junior members of your profession, or those in other roles new to Agile or user-centred design.
As a member of a multi-disciplinary team, you may also be expected to support or stand in for other roles subject to the needs of the team and based on your experience and skillset.

Salary between £41,642 and £49,860.- £5000 Digital (DDaT) Pay Supplement after a 3-month qualifying period ***
