Lead Business Analyst
Contract Term: April 2024 (possible extension)

Location: Hybrid Working (up to three days per week office based – London)

Job Purpose:
The Emergency Services Network (ESN), the replacement solution for the emergency services radio communication system (Airwave), that is being developed by the Emergency Services Mobile Communication Programme (ESMCP).
The role of this individual is to review existing business processes of the security team within ESMCP and develop new processes that provide more effective and efficient services to the programme team, suppliers and senior stakeholders.
The individual will need to engage with project managers from each of the ESMCP programme delivery and members of the security team. Depending on business processed being developed this may extend to engagement with senior emergency services stakeholders
As a Lead Business Analyst your main responsibilities would be:
- Defining, planning and delivery of Business Analysis of the Security Operations and Governance. This will include providing recommendation and rationale to the CISO and Security Programme Manager to critically shape scope and to accurately and dynamically inform resource planning for the proposed models
- Understanding and defining the problem to be solved and ensuring strategic decision-making supports business outcomes as well as user needs
- Planning and leading significant areas of Business Analysis delivery, owning the challenge and driving through to conclusions
- Advising the business around which metrics to put in place to ensure there is added business value and to identify service improvement opportunities
- Modelling complex processes/procedures using established techniques with understanding of their purpose and importance
- Supporting business process testing, through development of scenario-based acceptance criteria and BDD (behaviour driven development) to support automation
- Uncovering policy and other constraints & requirements from a wide variety of other stakeholders
- When necessary, elicit, analyse and validate business requirements and user needs, as well as business strategy problems, in the most appropriate and effective manner and format
- If required, help to build business cases alongside CISO, who is ultimately responsible
You’ll have:
- Experience working within Cyber Security and within many of the following key Security Frameworks; ISO27000, NIST CSF, CSC CIS, NCSC CAF, FiRM (risk)
- Experience contributing to the creation and maintenance of the Target Operating Model (TOM)
- Experience contributing to the creation and maintenance of the Governance Models
- Experience building strong, strategic relationships with the ability to understand, empathise, negotiate and influence individuals and groups
- Strategic thinking skills with the ability to turn longer term goals and business outcomes into strategic and tactical solutions as required
- Experience guiding stakeholders to decide the best approach, helping them to visualise outcomes
- Eliciting requirements and needs and leading investigations and implementations of changes to scope
- Active SC Clearance is required for this role
