We’re looking for Organisational Business Analysts to join Norfolk County Council to support work on our most complex, long-standing, and systemic challenges. It’s a challenging role, where you will be involved in all aspects of the business change lifecycle. You will also help ensure solutions and changes deliver benefits for the council, those who use our services, and Norfolk residents.

There is a growing demand across the Council for specialist skills that can support innovation, business change and improvement. This is a key role sits within the council’s Strategy, Design and Delivery Directorate, which is responsible for our strategy, performance reporting and working collaboratively with colleagues to support the design and delivery of people-centred public services. It’s a team that has a broad remit and involvement across the organisation, and one that have a big impact on ensuring positive outcomes for the people of Norfolk.
You will be a strong advocate of collaborative working, evidence-based decision making and taking a methodological yet flexible approach. You’ll be a key member of the team that reports to the Strategic Business Architect.
To be considered for this role you’ll need demonstrable experience as a business facing business analyst and you’ll have worked in a large, complex environment. You’ll have proven experience of taking a holistic approach on complex challenges, working with stakeholders from multiple disciplines to build situational consensus, identify root causes and develop potential solutions to deliver business improvement and customer experience enhancement. This includes helping bring together business requirements, insights from established good practice and emergent thinking, organisational data (performance, workforce, financial) and customer needs.
We’re looking for someone who can assimilate information quickly, think strategically, deliver consistently, and who is confident in working in a multi-disciplinary team. You’ll be able to form a common understanding of the challenge, then build an evidence base, develop business cases, and support delivery of the change through recognised business change approaches. You will have proven experience of key business analysis techniques such as process mapping and improvement as well as requirements engineering. And you’ll bring fresh thinking, the ability to identify and challenge pre-determined solutions, negotiate conflicting needs to an amicable solution and evidence the impact of change. You’ll need first class communication and relationship building skills, a positive and proactive approach, the ability to manage your own workload and a real desire to drive collaborative and evidence-based change.
