Business Analyst
Salary: London from £59,800 – £80,000 per annum and National – ranging from £55,600 – £73,000 per annum

The team/ department
Our Change Directorate is at the forefront of our ambition to transform the FCA into a data-led regulator, and our work enables the FCA to effectively regulate some of the UK’s most complex financial markets.
Within the Change Directorate, our Departmental Change Teams (DCT) work closely with business areas to deliver business change activities in support of technology, regulation, process and behavioural changes. DCTs are made up of key change disciplines such as business change, project management and business analysis.
The Business Analyst sits within one of the three DCTs. 10% of the role holder’s time is allocated to people management for a small number of direct reports. The remaining time is dedicated to delivery of business analysis on projects, particularly high risk or high reputation projects, and developing the Business Analysis (BA) Community of Practice (CoP). The role holder will have a strong delivery track record, be adept at ensuring business outcomes are articulated and understood and will have a keen interest in developing people and the BA practice.
What you will be doing (the role)
People Management:
  • Line management responsibility for approximately 1-2 permanent Junior and/or Senior Associates within the BA team, and/or overseeing workstreams for Contractor resources. For permanent direct reports, this includes performance management and supporting professional development though a training plan
  • Acting as a mentor for BAs in the team. For example, to support Junior Associates in developing BA technical knowledge or soft skills
Community of Practice:
  • Taking a prominent and active role in developing the BA Community of Practice. Leading other BAs on key CoP initiatives (e.g. BA away days, template refresh exercise)
  • Shares BA ways of working with individuals working on your assigned project. For example, inducting contractor BAs on which templates to use, or helping Project Managers to understand the BA approach
Project Delivery:
  • Sets the strategy for your assigned project, through definition of the business analysis approach, ensuring that all BA output on the project is fit-for-purpose, represents value for money, and is delivered on time
  • Takes a leading role on high risk or high reputation projects, executing the strategy and overseeing multiple BA workstreams appropriate
  • End-to-end requirements management using BA best practice techniques to:
    • Requirements elicitation through workshop facilitation
    • Requirements documentation via a requirements catalogue
    • Secure agreement of requirements owners
    • Assurance of requirements delivery by playing a key role in UAT testing
    • Requirements traceability management
  • Completing other Business Analysis deliverables as applicable to the project in order to model requirements or enhance understanding. Deliverables will be documented comprehensively, clearly & in line with recognised best practice BA tools and techniques. For example:
    • Gap analysis
    • Business processes
    • Data flow diagrams
    • Options papers
    • Business activity models
    • Rich pictures
    • Use cases
    • User stories
    • Data models
    • Training guides
    • Investment cases
  • Working collaboratively with project stakeholders, business subject matter experts, suppliers, technical stakeholders, and product groups to deliver the project outcomes to the highest possible standards in a hybrid working environment. Uses this close engagement to proactively identify opportunities which add value for the whole team

The skills and experience you will have
Minimum

  • Has held a role(s) as a “Senior Business Analyst” or “Consultant”
  • Substantial experience in working in project/programme environments involving business & IT change.
  • Business analysis experience within any of the following types of organisations/sectors: financial services, government/regulatory body, technology, consultancy (ideally IT consultancy).
  • Last performance rating was at least a 3 (internal candidates only)
Essential
  • Has experience of developing people (e.g. through direct/indirect line management, buddying, coaching, mentoring etc.) and is motivated to move into line management
  • Has contributed to the development of a BA practice and wishes to build on this experience
  • Vast knowledge of business analysis tools, techniques and best practice approaches, including end-to-end requirements management. Shows pragmatism in being able to select and adapt the right approach for the right situation.
  • Can quickly develop domain knowledge in order to effectively and credibly engage with stakeholders on the problem statement.
  • Delivers quality outputs at pace in both structured, and fluid/challenging project environments.
  • Assures the delivery of business requirements to ensure that the solution is fit for purpose.
  • Experience of project lifecycles delivered within a range of project delivery methodologies including Waterfall & Agile.
  • Effective stakeholder management skills. Builds strong engagement with SMEs, and establishes good relationships with business sponsors, project stakeholders, and supplier delivery teams.
  • Accomplished problem-solver who constructively challenges the status quo, keeps an open mind, and can develop innovative solutions.
  • Skilled at leveraging excellent written and oral communication skills to communicate effectively with stakeholders and ensure requirements are clear and unambiguous to all.
  • Attained BCS International Diploma in Business Analysis or working towards completing it.
