- Coordinates assigned projects including planning, implementing, tracking and monitoring to ensure effective teamwork and communication, liaison with stakeholders, and ensure high standards of work quality and organizational performance and continuous learning.
- Identifies and analyzes current business strategies, processes and practices, taking into account evolving business environment, and technology trends, public sentiment and City strategic objectives.
- Identifies, researches, conducts feasibility analysis, in coordination with divisional business representatives, and recommends business transformation opportunities such as employing emerging technologies and/or process redesigns to effectively deliver City services.
- Prepares reports to management supporting recommendations on changes in technology solutions, business methods and business processes including appropriate staffing levels and resource allocation.
- Liaise with City technical and functional end user teams to obtain consensus on the development of functional and technical specifications and documentation.
- Contributes to business/service improvement and achievement by gathering, detailing and documenting business requirements in a format that is useful to the business area experts and related stakeholders.
- Prepares comprehensive reports and briefing documents on a variety of issues.
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
- Implement and manage various subprojects within divisional or corporate initiatives
- Coordinate with and support divisional/project staff in the development of initiatives under review/in progress.
- Leads identification of potential creative technology business integration opportunities through knowledge of industry trends and related divisional technology projects.
- Monitors standing committee and Council agendas, identifies emerging issues, ensures effected staff are informed and develops action plans to ensure compliance with Council directions; attends standing committee meetings in support of the division head.
- Ensures appropriate records management and information privacy policies are followed.
- Post-secondary education in information technology, business or public administration (or other discipline pertinent to the job function), combined with the demonstrated experience in a large organization. PMP, CAPM, CSM, CSPO or ITIL would be an asset.
- Experience in requirements elicitation and management for systems and fiscal evaluation.
- Experience conducting and executing business process reviews to streamline and improve work efficiencies including preparing business process mapping.
- Ability to work and communicate effectively as a team member and work collaboratively with others in a multidisciplinary team, provide work direction to work teams associated with projects, and facilitate group meetings or working sessions with clear agendas and outcomes.
- Experience conducting research, data analysis, and summarize findings.
- Experience with migration of IT infrastructure or applications to Cloud environment would be an asset.
- Proficient to use a variety of software packages including MS Office (e.g., Word, Excel and Power Point), MS SharePoint, process design software (e.g. Visio, draw.io), and project management software (e.g., MS Project).
- Excellent research, organizational and analytical skills.
- Ability to handle multiple projects concurrently, work in cross-functional teams, develop project plans, and manage key timelines and deliverables.
- Excellent interpersonal, presentation, and communication skills to interact and communicate effectively with all levels of the organization.
- Effective decision-making, conflict resolution and problem-solving skills with a result- oriented approach and strong customer service orientation.
- Experience in transformational projects and agile project management would be an asset.
- Experience with vendor and contract management an asset.
- Knowledge of legislation, such as the Occupational Health and Safety Act, Accessibility for Ontarian with Disabilities Act, and other related policies and regulations.
