The Government Commercial and Grants Services (GCGS) team works across two key Government Functions, the Commercial Function and the Grants Management Function. We deliver best in class digital, data and analytical solutions to drive meaningful services with cutting edge technology and data driven insights, enabling greater efficiencies and more integrated ways of working across c.£172bn of government grant funding and c.£50bn of procurement spend.

This is an exciting time to join the team as the work shifts into delivery against the Cabinet Office priority to strengthen national security and will drive improvements through the team’s data, systems and analytics work.
The Senior Business Analyst G7 role will sit within a new team of data and digital experts reporting to the G6 Programme Director.
Working collaboratively, the team will drive improvements to an existing service in MVP state called Spotlight Confidential. It aims to provide Economic Crime and National Security due diligence checks for users within the government grants and commercial landscape.
This role will require development of strong working relationships internally with existing GCGS digital and data teams supporting the existing Spotlight service. It will require engagement with data owners in government and elsewhere; and with external digital delivery partners. The Ministry of Defence are a key partner and wider stakeholders are within the existing national security landscape.

Key deliverables and jobholder responsibilities will include:
- Undertake requirements analysis to understand the needs of stakeholders and devise solutions to mitigate their risk;
- Identifies improvements needed, explore options, analyse the effects of change and define success measures.
- Identifies and elaborates user and business needs to enable effective design, development and testing of services and business change.
- Analyses and understands a business problem or opportunity. Informs tactical decision making and helps to define longer-term strategic plans.
- Quantify potential business benefits and shape the benefits management plan with colleagues.
- Develops acceptance criteria to ensure requirements can be tracked to develop functionality.
- Work closely with stakeholders from HEO to Deputy Director level.
- Present findings, outputs and recommendations to senior stakeholders, managing sensitivities in the results and maintaining good relationships with these stakeholders to facilitate future work.
- Lead on the design, development and testing of new solutions.

Who you are
We’re looking for people with strong communications skills, both written and verbal, who can work in matrix-managed teams and a diverse stakeholder environment. Ideally you will have experience working in a demanding, high profile agile environment and understand what it takes to make projects succeed. How you work is as important as what you deliver.
Essential criteria
You will have demonstrable skills and experience of:
- Agile Working Skills: You apply agile methodology to your work and can help the team decide the best approach.You have an Agile Foundation level certificate or higher.
- Business Analysis: You can advise on the best business analysis approaches to investigate and assess complex business problems and opportunities and inform both tactical decision making and strategic plans.
- Requirements Definition & Management: You can advise on the approach to requirements definition and management for complex change initiatives and ensure requirements traceability throughout their life-cycle. You can coordinate and review the prioritisation of requirements and engage in the negotiation of solutions to help meet business objectives and user needs.
- Stakeholder Management: You can communicate with stakeholders at all levels, focusing on user and business needs. You can develop or apply communication strategies to build relationships and work to resolve conflict where required.
- Process Management: You can lead on modelling business processes at varying levels of complexity, including use of systems analysis, and identify opportunities to improve business performance. You can lead the analysis, design, prioritisation and implementation of process changes, and support business process testing and usability evaluations.
- Ways of Working: You can collaborate effectively with other DDaT professions within a multi-disciplinary delivery team and assess the effect of proposed solutions on users.
Desirable Skills and Experience
This is not necessary but would be ideal if you:
- Have worked in a Government digital team.
- Have experience of working within the national security/ counter fraud/ economic crime landscape previously; OR
- An understanding of government grants and/or other financial tools in government (i.e. procurement or loans).
