Business Analysis
Estimated Start Date: ASAP
End date: 3 months with options to extend for up to an additional 12 months
Location Ideally Jersey based as significant need to engage stakeholders, but there is possibility of remote working.
Outcome: The Government of Jersey Modernisation and Digital team are looking to create a small team of experienced Project Managers and Business Analysts to create a “Tiger Team” focused on getting a number of Health Care projects that are planned for delivery in 2023 through the early stages of the project delivery life cycle and set-up for successful delivery in 2023.
These projects vary in size and type, ranging from System Upgrades for End-of-Life products; through to procuring new systems to meet specific needs of clinical areas.
The early stages are:
- Stage 0 – Pipeline - Understanding the problem to be solved
- Stage 1 – Business Justification - Confirm there is a valid continuous business reason for the project
The objective for the team would be get a set of projects through to the end of Stage 1 with a Business
Case in place and project design for delivery.
Deliverables for the team: The idea of creating a team to focus on these stages specifically is that it is the progression through the phases that is the main objective, and team members would be expected to work across a number of projects and may be required to cover a range of tasks perhaps not typically associated with the role, so members must be adaptable and flexible.
For guidance the following deliverables would be required:
Combined
- Stage Gate signoffs for Stage 0 and Stage 1
- Mandated project artefacts
- Align with key M&D process to deliver change (e.g., New System setup checklist, Architectural
Approval, Service Transition)
- Clear high-level project delivery strategy by end of Gate 1 – What, how, who, when.
- Any activities required to support the objectives.
Business Analyst deliverables to include:
- Process Analysis and mapping – Process capture, As Is/To Be, or new process definition
- Requirements gathering required to support the production of the business case
- High level requirements gathering to support procurement activities
- Establish a Requirements Catalogue to hand over to project delivery team at Stage 1 closure.
- Define the Support model
Knowledge, Skills, and Attributes for combined team:
- Detail oriented Excellent proven planning skills.
- Excellent proven Business Analyst skills for multi-phase, multi work stream projects
- Excellent stakeholder and communication skills
- Experience in the production of detailed business cases
- Experience of Business Analysis within the context of IT infrastructure projects
- Experience of managing projects requiring infrastructure refresh and deployments.
- Good problem solving and analytical skills
- Excellent risk and issue management skills
- Ability to manage multiple projects simultaneously.
- Ability to manage change in a portfolio with a high degree of interdependency.
- Experience of application integration to a core platform and managing multiple vendors in the process.
The following experience would be an advantage, but not essential:
- Experience of projects in a medical/health care environment.
- Management of commercial tender processes.
- Public Sector change management experience
