Duties

The Budget Analyst:

  • Assists the Director of Budget in oversight of total budgetary affairs for all MARAD accounts/programs.
  • Interprets policies, reviews program plans, and conducts studies to determine future funding requirements. Recommends changes in budget policies and legislative authorities, as required.
  • Coordinates budget calls and oversees the analysis of budget requests and the development of MARAD's budget to OST, 0MB, and Congress to ensure that MARAD's financial needs are properly addressed and that budget materials are technically accurate and in conformance with externally imposed requirements.
  • Coordinates the distribution of funding to MARAD Offices and Programs. In addition, confers with other MARAD offices on program and budget objectives and coordinates the development of improvements of financial and other management information systems involving budget displays and analyses.
  • Monitors and reviews the budgetary status of MARAD's programs and conducts studies Or independent appraisals to develop and recommend reprogramming or other appropriate budget actions, as needed.
  • Coordinates the maintenance of backup books for hearings conducted at each level of the budget process, to include OST, 0MB, and Congress. Oversees the processing of transcripts and the preparation of answers to questions for the record resulting from each level of the budget justification process.

The ideal candidate for this position is a professional with expert knowledge and operational experience of budget formulation, budget execution, and payroll.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the GS-14 on Experience, you must have at least one year of experience equal or equivalent to the GS-13 it must include:

  • Experience in coordinating budget calls, analysis of budget requests, and distribution of resources to program offices.
  • Experience in formulation, presentation, justification, and execution of short and long range budgetary activities in compliance with Departmental, OMB, and Congressional requirements. This includes complex analysis, interpretation of data; planning, organizing, and utilizing financial data systems.
  • Experience in current and future payroll analysis, payroll projections, billet report, and analyzes payroll trends.


KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems.
  • Technical - Serves as support for funding the administration of all programs, accounts, or funds under major appropriations and reimbursable accounts.
  • Analytical - Supports, analyzes, and coordinates the handling of budgetary matters associated with several other budgetary accounts and funds, to include reimbursable activities and non-appropriated funds.
  • Oral Communication - Ability to communicate effectively in both oral and written form. Ability to handle difficult and stressful situations with professional composure.
