Duties
- Reviews, analyzes, edits, and consolidates Defense Working Capital Fund (DWCF) and/or General Fund (GF, i.e., appropriated) budget submission data along with preparing and analyzing data for budget exhibits, as applicable.
- Reviews, compiles, summarizes and prepares budgetary data contained in RMD/budget guidance.
- Attends briefings and conferences to justify and defend budget estimates, program and resource requirements, and appropriation requests.
- Prepares budgetary reports, PowerPoints, and other deliverables in preparation for budget briefings.
- Plans, develops, implements, and maintains budget/financial systems and interfaces for agency or command-wide application.
- Develops budget/program processes, procedures and guidance for the executing financial management plans and programs.
- Prepares a variety of reports covering the status of funds, expenses, obligations, and budgets for current and future DWCF and/or GF, as applicable, Budget Estimate Submission (BES) cycles.
- Serves as a financial consultant to management on issues such as: budgeting strategies and techniques; use of financial management products; financial forecasts and projections; and development of annual and long range financial plans.
- Conducts special studies, analyzes data trends, develops projections of program funding requirements, recommends financial strategies and actions for meeting program requirements, rate development, and additional budgetary requests, as assigned.

- This is a Financial Management Level II Certified position.
Qualifications
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience is defined as experience performing budgetary and administrative functions.
For the GS-12, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-11 grade level in the Federal service, or comparable in difficulty and responsibility to GS-11 if outside the Federal service.
Specialized experience is defined as experience analyzing, researching, and compiling financial data.
For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service.
Specialized experience is defined as managing budgetary program, policies, and procedures, budget tracking, and budget execution.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Education
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT GS-11 LEVEL: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
There is no substitution of education for specialized experience at the GS-12 grade level
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
