Every day the Attorneys of the Seattle, WA Office of the Associate Chief Counsel (ACC) provide the nation’s largest law enforcement agency, U.S. Customs and Border Protection (CBP), with legal guidance and advocacy across a wide variety of practice areas from customs and international trade law, such as Green Trade initiatives, combatting forced labor, and protecting intellectual property rights; advising on the admissibility of international travelers; ethics, labor, and employment (EEO, MSPB, and arbitration hearings); and teaching, training, and responding to client questions across a portfolio that spans civil and criminal law.
We provide counsel on urgent, significant, complex, and sometimes high-profile matters. We collaborate with colleagues in federal agencies across the country, our own Headquarters in Washington, D.C., and at the DHS Department level. Salary and Benefits
The GS-11 grade level starts at a salary of $76,860.00 with promotion opportunities to the GS-14 step 10 grade level, $168,283.00. Duties
In this position, you will become a key member of the legal team for The Office of The Chief Counsel. Typical work assignments include:
- Providing legal advice to, and legal representation of U.S. Customs and Border Protection (CBP), in matters relating to the activities and functions of CBP.
- Performing legal research into laws, regulations, decisions, and other precedents bearing on legal issues involving CBP to include Customs (i.e., forced labor enforcement) and Immigration laws (i.e., admissibility at the ports of entry).
- Providing ethics advice, representing CBP in various third-party administrative hearings before the EEOC, MSPB, Arbitrators, and Administrative Law Judges, involving matters such as employee discipline, EEO discrimination complaints, contract arbitration, and broker license revocation.
- Assisting the Department of Justice in actions involving CBP brought before US District Courts and the Court of International Trade by preparing litigation reports, affidavits, and other pleadings, and participating in discovery, motion drafting, and settlement discussions.
- Developing and delivering legal training to CBP managers and operators relating to the activities and functions of CBP (i.e., border search and trade enforcement) and legal issues involving CBP employees (i.e., ethics and whistleblower protections).
Qualifications
For the GS-11 grade level: Applicants must be a graduate from a full course of study in a School of Law accredited by the American Bar Association and be an active member in good standing of the bar of a state, territory of the United States, the District of Columbia or the Commonwealth of Puerto Rico.
Specialized Education: Recent law school graduates may be appointed to attorney positions at the GS-11 level with the following additional qualifications: rank in the top third of graduating class; participation on the school's official Law Review; membership in the Order of the Coif; or winning of a moot court competition. An interim appointment of 14 months may be made pending the selectee's admission to the bar. Selectees will be required to provide admittance and standing to the Bar and must provide a copy of their official law school transcript.
