Description:
This is an excellent opportunity for individuals looking to obtain and develop experience in working at the heart of a major Public Inquiry. The work of the Inquiry, some details of which are set out below, is legally challenging and factually compelling.
The work of the Inquiry will fall into three modules:
- Examination of the deployment of undercover officers in the past, their conduct, and the impact of their activities on themselves and others.
- Examination of the management and oversight of undercover officers, including their selection, training, supervision, care after the end of an undercover deployment and the legal and regulatory framework within which undercover policing is carried out.
- Examination of current undercover policing practices and of how undercover policing should be conducted in future.
- These roles form part of a close-knit team including lawyers, paralegals and counsel, providing legal advice and assistance to the Chairman, and to the team supporting him.
- There are presently over two hundred and thirty core participants to the Inquiry, many of whom are legally represented – this means that there is a substantial degree of public-facing work, to ensure that the processes adopted by the Inquiry are legally sound and clearly communicated, so that there is a clear public understanding of the steps we are taking.
- The Inquiry is reviewing and collating a very large volume of evidence, and a significant part of the role will be assisting with this and then processing the evidence so that it is ready for hearing in due course.
- Due to the sensitive nature of the subject under consideration, much of the evidence will be subject to applications for restriction under the Inquiries Act 2005.
The post-holders will be expected to:
- Handle complex, multi-disciplinary, professional, multi-strand legal or investigative environments; manage and/or contribute to the formulation of investigative practices or legal policies.
- Handle complex, large-scale projects, including involvement in delivery of large scale disclosure/eDisclosure/document production/information management exercises; which requires a degree of IT capability.
- Plan, define and implement strategies to support delivery.
- Lead, motivate, develop and inspire to encourage a cohesive and professional working environment with a view to a common objective.
- Manage document-heavy review processes to identify key relevant material, including establishing defined programmes of work and monitoring delivery.
- Give clear and detailed instructions to witnesses in order to ensure delivery of high quality evidence.
- Manage and co-ordinate hearings.
- Demonstrate a high level of legal skill and judgment.
- Facilitate excellent stakeholder engagement, internal and external, including an ability to communicate confidently and sensitively with those who may be unfamiliar with legal processes.

Qualifications and Experience required:
- Applicants must be qualified to practise as a Solicitor, Barrister or Chartered Legal Executive in England and Wales (or will be qualified 3 months from application date). They must have completed a training contract/pupillage/qualifying employment, or have been exempted from this by the Law Society, the Bar Council or CILEx.
- Professional entry criteria for Chartered Legal Executives (i.e. Fellows): Chartered Legal Executives may be eligible where (i) a Qualifying Law Degree (QLD) is held; or (ii) the Graduate Diploma in Law (GDL)/CPE has been completed; or (iii) where exams have been passed (i.e. a score of 50% or above achieved), at CILEx Level 6*, in all of the following seven foundation subjects in law:
1. Contract Law
2. Criminal Law
3. Equity and Trusts Law
4. European Union Law
5. Land Law
6. Public Law
7. Law of Tort
