This position is located in the Finance and Budget Section of the United Nations Field Peacekeeping Operations, Special Political Missions, Service Centers and Offices as applicable. The Associate Finance and Budget Officer, P2, usually reports to the Chief Finance and Budget Unit or to a Finance and Budget Officer.
Responsibilities- Reviews, analyses and assists in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
- Reviews and analyses programme budget/financial implications statements in light of additional mandates.
- Assists managers in the elaboration of resource requirements for budget submissions.
- Provides support to relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly.
- Prepares allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
- Monitors budget implementation and recommends reallocation of funds as necessary.
- Monitors expenditures to ensure that they remain within authorized levels.
- Reviews pre-commitments generated in the system for goods, services and travel of staff to ensure (a) correct objects of expenditure have been charged, (b) availability of funds, and compliance with regulations and rules and established policies and procedures.
- Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
- Assists in the preparation of budget performance submissions, including programme planning and resource requirements.
- Reviews and assists in finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures.
- Reviews agreements for voluntary contributions, creates grants, monitors cash availability and prepares budget release documents for approval.
- Provides financial and administrative support to clients, including the preparation of travel, procurement actions, and consultant/individual contractor agreements.
- Assists in providing responses to internal/external audit observations.
- Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme and/or peacekeeping budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.

An advanced university degree (Master's degree or equivalent degree) in business administration, finance, or related field is required. A first-level degree (Bachelor's degree or equivalent degree) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work ExperienceAt least two (2) years of progressively responsible experience in finance, administration, budget, business administration or related area is required.
Experience in providing professional guidance/support to clients in the area of budgeting, finance, audit and financial reporting is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable.

The purpose of this job opening is to generate a list of qualified candidates for inclusion in the Associate Finance and Budget Officer roster at the P-2 level. The entire assessment process takes an average of six months; all applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) within 14 days of the conclusion of the process.
