P2G is a Social Enterprise Partnership formed in 2012 to assist public sector bodies in the delivery of their PFI and estates management services.
We work closely with public sector clients providing commercial, contractual, and technical support to ensure service delivery and value for money is achieved across a range of outsourcing and partnering structures including shared service agreements, PFI / PPP and
PF2 contracts and traditional facilities management contracts.
PFI Expiry / Handback
The UK’s portfolio of 700+ PFI projects is approaching expiry - over 150 projects will come to an end within the next decade, requiring NHS Trusts, Local Authorities and other procuring authorities to carefully consider their contractual rights and future options.
The expiry of a PFI project presents complex challenges and a number of opportunities. The public sector needs to ensure that its private sector partners have fully delivered on their contractual commitments to ensure that assets “handed back” are fully compliant to avoid exposing the public sector to future financial liabilities.
P2G is working with over 50 NHS Trusts and Local Authorities to undertake detailed building condition and compliance surveys to ensure that their PFI assets are fit for purpose, safe, of good overall condition, ready for the transition back to the public sector.
The role
We are seeking an Associate or Associate Director to join our multi-disciplinary team assisting public sector clients to scope, procure, project manage and oversee the carrying out of survey and compliance reviews across >0.5 million square metres of public estate.
P2G has created a detailed specification for surveying and fire engineering reviews of
Healthcare & Education assets to enable our public sector clients to gain assurance over the
compliance of the assets with the statutory, mandatory, and contractual standards with which they should comply.
The resulting surveys are being delivered by leading building surveyor / multi-disciplinary practices - P2G’s role is to support our clients with the procurement and oversight of the survey process providing support, advice and guidance, not the delivery of the survey itself.
These are intrusive surveys that are aimed at not only providing assurance; but are seen as a key tool in managing the risk associated with the Handback of these assets to the public sector at the end of the PFI contract’s life.
Within this role, you will be the focal point for P2G in the procurement, tender assessment, and placement of the appointments; working with our clients, the PFI and FM contractors and tenderers to ensure that the scope is procured effectively. Thereafter you will maintain oversight of the project with a view to making sure that the scope is delivered in a compliant manner and in accordance with the Surveyors Schedule of Services, the findings are captured and logged on the helpdesk and that the subsequent rectification works are designed, procured, undertaken, and effectively completed.
We are particularly interested in applicants who can demonstrate an understanding of the contractual, commercial, and technical issues which arise from the maintenance of PFI assets, and the mechanisms used for resolving issues arising out of these arrangements. You will have a good technical understanding of building maintenance standards, project management experience and the ability to carry out detailed analysis of large data sets which are all key components of the role.
The role will also involve engagement with a wide range of stakeholders, often with competing interests, and therefore an ability to effectively communicate and negotiate with the private sector counterparties is seen as a key attribute for the successful candidate.
More widely, as part of a growing team working in a market leading business, you will be expected to contribute to maximising, and will gain from, the wide range of opportunities which exist within the PFI market as the sector rapidly approaches PFI expiry / handback and our clients look to develop alternative service delivery models for the future.
Salary and benefits
Salary: £55,000 - £85,000 p/a depending on experience + pension.
