About the Role

A rare and exciting opportunity has arisen for two Assistant Transport Planners to join our experienced Transport Strategy and Policy Team in the Environment and Transport Department at Leicestershire County Council.

Your role will be to help with the development and implementation of the County Council’s transport policies, strategies and plans, and with the provision of transport input to the development and delivery of wider economic, land use, social and environmental policies and strategies.

You will facilitate with the development, implementation and periodic review of the authority’s transport policies, strategies and plans to ensure that they support the wider objectives of the authority, including to work in liaison with internal and external partners.

You will engage with the formulation of transportation policy advice to inform the development of policies and strategies prepared by external partners, including Midlands Connect and district councils.

You will be assisting with the gathering of evidence from a wide range of national, regional and local sources (including national regional and local policies and strategies) to inform the County Council’s transport policies and strategies.

You will be responsible for providing strategic and technical advice to Members, partners, customers and stakeholders to ensure appropriate communication and dialogue takes place, including writing reports.

You will be providing effective development and project management input (including budgetary) of the delivery of transport studies that:

  • support delivery in practice of policies, strategies and plans prepared by external partners
  • deliver on the authority’s wider objectives
  • provide evidence to inform future policy, scheme and programme development.

About You

To apply for this post, you must:

  • Hold an HNC/HND/NVQ4 in a relevant qualification (e.g., Civil Engineering, Transportation or Planning), or are able to demonstrate equivalent work experience including in one or more of; transport strategy, policy and plan development, traffic management, or the assessment of the impacts of new development
  • Be able to demonstrate knowledge of current transport legislation, policies, procedures and frameworks for the development of strategies, policies and plans.
  • Be able to demonstrate experience of successfully working with internal and external partners to provide advice, support and influence development and delivery of transport measures
  • Have experience in the analysis of complex data, e.g., to inform strategy and policy development, or to inform the understanding of a development’s transport impacts
  • Have experience Interpreting and writing technical and non-technical reports, and providing technical advice to a range of stakeholders, including senior management and Elected Members
  • Have excellent and confident communication and presentation skills, including to provide relevant, concise oral and written advice
  • Have excellent numerical, analysis and creative thinking skills to assess transport data, trends and help manage & monitor budgets
