Job Duties:
The EMS Recruiter's duties with the Department of Emergency Medical Services will include, but are not limited to:
- Research and develop a progressive, inclusive, and flexible recruitment strategy to attract a diverse and qualified pool of candidates for EMS positions.
- Recommend and prioritize annual and long-term initiatives to enhance recruitment efforts and meet staffing needs.
- Develop and execute the Department's Diversity and Inclusion plan, ensuring equitable recruitment practices and fostering an inclusive work environment.
- Forecast and plan for anticipated vacancies and implement strategies to recruit and retain highly motivated and qualified EMS professionals.
- Assist in the development of policies and procedures that support the recruitment and retention of EMS and rescue staff, collaborating with the HR department.
- Compose and write compelling flyers, advertisements, programs, invitations, and other promotional materials to effectively market EMS career opportunities.
- Coordinate with the Public Affairs Officer (PAO) to implement systemwide public awareness and marketing campaigns to promote the EMS department.
- Provide assistance to the division chief and staff during budget and planning activities, ensuring recruitment and retention initiatives align with financial goals.
- Establish partnerships with local, regional, and national organizations that support the department's recruitment and retention strategies, fostering collaboration and expanding networks.
- Form, train, and supervise a recruitment team consisting of both career and volunteer staff, ensuring they are equipped with the necessary skills and resources to attract top talent.
- Represent the EMS department in a positive light at local and regional events, showcasing the organization's values and career opportunities to potential candidates.
- Plan, organize, coordinate, and promote public awareness and recruitment events to engage the community and generate interest in EMS careers.
- Follow up with potential applicants, providing timely and personalized communication to foster their interest and guide them through the application process.
Other Administrative Technician duties with the Department of Emergency Medical Services will include, but not limited to:
- Support division/department projects by conducting research from readily available resources and providing relevant information.
- Compile statistical and/or narrative data into reports; prepare narrative reports on a regular basis in support of the department’s administrative staff.
- Establish and maintain databases or spreadsheets for the division/department’s use and generate various informational reports from them; prepare regularly recurring reports that may help middle and upper-level managers to make decisions.
- Create desktop applications to produce spreadsheets, presentations, or reports for department/division use.
- Respond to internal and external inquiries by researching and preparing responses with technical substance; handle complaints and requests for service or information by providing assistance or referral to the proper source; and follow up on referrals to ensure that action is taken.
- Assist in the preparation of the annual budget by coordinating and assembling the input from multiple budget codes or work units into a comprehensive packet; monitor the execution of department/division budget, advising manager of projected overages/shortages and recommending corrective action to remain within budgetary constraints; provide information on costs or itemization of materials necessary to ensure a continuance of department or division operations.
- May prepare changes to and create contractual documents.
- Develop/maintain a database to track member competencies, training records, special qualifications, certifications, or licensure requirements.
- May process documents and key and review personnel, time, and leave actions into the City’s enterprise financial and human resources automated software application.
- Provide information to members on routine policy and procedural issues; and deliver routine department/division training to familiarize members with city and department policy and procedures. May supervise support staff.
- Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on the current workloads and department needs.

Minimum Requirements:
MINIMUM QUALIFICATIONS:
Requires any combination of education (above the high school level) and/or experience equivalent to (4) four years in fields utilizing the required knowledge, skills, and abilities.
SPECIAL REQUIREMENTS:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Preferences:
- Any equivalent combination of education and experience equivalent to completion of high school plus four (4) years of recruitment/staffing experience within EMS or public safety
- Experience as a volunteer or experience working with volunteers
- Experience Public speaking and/or experience facilitating presentations
- Knowledge of federal and state hiring regulations
- Strong organizational, verbal, and written communication skills
- Experience in Microsoft Office Suite (primarily Word, Excel, Outlook, and PowerPoint)
Special Instructions:
- This position is Alpha-1 status requiring the individual to work during periods of declared emergencies or inclement weather to provide vital functions as required, which may include tasks other than those typically assigned.
- Applicant must not have any Virginia OEMS "Enforcement Actions-Individual" or similar action(s) from another state EMS department, agency, or governing entities against them within the immediate past five(5) years.
