HEALTH AND HUMAN SERVICES AGENCY
The County of El Dorado Health and Human Services Agency (HHSA) provides effective, efficient, collaborative services that strengthen, empower and protect individuals, families, and communities, thereby enhancing their quality of life. The HHSA Administration division consists of the Facilities, Personnel, and Contracts units. The Contracts Unit specializes in performing critical functions for the Agency including but not limited to drafting new and renewal agreements, grant writing, request for proposals, and creation of all board items for all HHSA divisions. As an Administrative Analyst in the Contracts Unit, the position will draft agreements by collaborating closely with internal stakeholders, such as legal counsel, procurement teams, and department staff, to understand business needs and incorporate them into contractual terms and conditions. They will conduct thorough research to gather relevant information and ensure all contractual provisions are accurate, comprehensive, and aligned with legal requirements.

THE OPPORTUNITY

You will have the opportunity to conduct a variety of analytical and operational studies regarding departmental and programmatic activities; evaluate alternatives, make recommendations, and assist with the implementation of procedural, administrative, and/or operational changes after approval; prepare comprehensive analytical records and reports.

The selected candidate will have the opportunity to:
  • Initiate solicitations, including requests for proposal and sole source requests to provide materials and services.
  • Participate in pre-proposal meetings; and coordinate and participate in the evaluation of submittals.
  • Draft and review terms and conditions of agreements; negotiate and execute contracts.
  • Administer contracts, ensuring compliance with all legal and contractual requirements.
  • Review requisitions for completeness and accuracy.
  • Confer with department representatives in writing product specifications.
  • Contact vendors to obtain product information; and resolve issues with contract terms and deliverables.
  • Sign purchase orders and awards bids.
  • Investigate delayed or unsatisfactory product complaints and secure adjustments.
  • Research, analyze, report on, interpret, and explain federal, state, and local legislation and contracting statutes, rules, and regulations.
IDEAL CANDIDATE
As a Contract Unit Administrative Analyst, the ideal candidate for the role will have exceptional attention to detail, an analytical mindset, and comprehensive knowledge of contract creation. Strong communication and collaboration skills are essential for the role, as the ideal candidate will need to build and maintain strong relationships with stakeholders. The ideal candidate will be committed to creating a culture of excellence, innovation, and continuous improvement, and will be a motivated self-starter with a passion for achieving results. As Administrative Analysts in the Contracts Unit, they will play a pivotal role in ensuring the accuracy, clarity, and compliance of our contractual agreements.

MINIMUM QUALIFICATIONS
Human Resources will assess your application to determine if you are minimally qualified using the following minimum qualifications:

Administrative Analyst I:
Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in business administration, human resources management, accounting, public administration, economics, or a closely related field;

OR

One (1) year of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency.

Paraprofessional administrative experience, comparable to the County’s classes of Administrative Technician, Fiscal Technician, Human Resources Technician, or an equivalent class that would provide the knowledge and abilities listed may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years.

Administrative Analyst II:
Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in business administration, human resources management, accounting, public administration, or a closely related field;

AND

Three (3) years of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency; or one year (1) year of experience at a level equivalent to County’s class of Administrative Analyst I.

Licenses and Certificates:
  • Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.

RECRUITMENT PROCESS
The Human Resources Department will screen all applications to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process.

A written exam will be utilized to determine an applicant's ranking and placement on the eligibility list. The online examination has been tentatively scheduled for 6/21/2023. If it is determined that you meet the minimum qualifications and are therefore eligible to participate, you will be notified by email at least one week prior to the examination.

If you have taken this examination within six (6) months prior to the scheduled date of the examination, your score will automatically be transferred to this exam and you are not permitted sit for this examination. If you have taken this examination from greater than six (6) months but within twelve (12) months prior to the scheduled date of the examination, you may elect to transfer that examination score or sit for the examination again; you must contact Human Resources prior to the scheduled exam date to request that your previous score be transferred.

A transferred examination score does not guarantee passing the current examination administration. Examination pass points are set in accordance with the EEOC Uniform Employee Selection Guidelines.

Based on the department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
