Able to understand standard written Welsh and English, both formal and informal. Able to gather information from various sources such as letters, reports and articles in Welsh and English in order to fulfil the post.

Purpose of the Post.

Main Duties
TO LEAD
- Being accountable for the Service and the most effective and efficient use of the resources available
- Lead the Service's staff by encouraging and motivating them to own the principles of Ffordd Gwynedd and to be accountable for ensuring that this happens
- Ensure an environment within the team that promotes and encourages staff well-being
- Assist the team in establishing operating principles and considering relevant laws (e.g. Health and Safety, Well-being and Future Generations Act, Social Services and Well-being Act) and ensure that they adhere to them
- Be aware of how the team's systems work and facilitate that they are challenged where necessary
- Ensure that the team contributes to the objectives of services or other organisations that try to achieve what is important to the people of Gwynedd.
- Promote the need to identify and act on future threats and opportunities including preventative measures
- Ensure awareness of the legal and political climate that affects the service ensuring that team members are aware of the necessary elements.

SPECIFIC AREAS OF THE POST
- Assist in the provision of waste and recycling collection and treatment services;
- Assist in managing the refuse and recycling collection workforce (including domestic and commercial, clinical and bulky waste);
- Responsibility for monitoring and control work in accordance with the requirements of the waste treatment sites' licenses together with closed landfill sites;
- Managing the workforce of waste transfer sites, service drivers and waste transport, including managing contracts with others;
- Management of residual waste reception and transfer sites;
- Managing the workforce of Caergylchu, Ffridd Rasus and Recycling Centres;
- Responsibility for effective and efficient implementation of the Service's agreements;
- Managing the workforce that distribute containers in an effective, efficient and economical manner;
- Contribute to developing and maintaining an effective system to record and monitor the performance of the Service;
- Client care, including dealing with inquiries and complaints;
- Responsibility for the effective and efficient implementation of the waste disposal agreements, including the North Wales Residual Waste Treatment Partnership agreement and the GwyriAD agreement;
- Prepare prices for services provided;
- Manage work in accordance with detail and an appropriate Code of Practice;
- Reporting on the operational and financial performance of the Services;
- Planning, programming, realising and monitoring the work of the Services;
- Assist with the preparation of a service plan;
- Prepare and maintain relevant information, correspondence, records and reports in a timely manner and in accordance with the Unit's fixed systems (to match Quality Assurance requirements);
- Ensure that action is taken in accordance with Health and Safety Regulations and any Legislation relevant to the work;
- Contribute to developing and maintaining an effective system to record and monitor the performance of the Service;
- Responsibility for self-development;
- Ensure compliance with health and safety in the workplace regulations in accordance with the responsibilities noted in the Health and Safety at Work etc. Act 1974 and the Council’s Health and Safety Policy;
- Operate within the Council’s policies and procedures in relation to equal opportunities and equality;
- Be responsible for managing information in accordance with the Council’s information management standards and guidelines. Ensure that personal information is handled in accordance with Data Protection legislation.
- A commitment to reducing the Council’s carbon footprint in accordance with the Council’s Carbon Management Plan and to encourage others to contribute positively to reducing the Council’s carbon footprint;
- Undertake any other reasonable and proportionate duties which correspond to the salary and responsibility level of the post.
