The Transformation Programme Lead is responsible for acting as the key liaison for a core directorate (People, Housing, Environment & Regeneration or Public Health) in order to understand the strategic and operational needs of the business, enabling organisational priorities and strategy in line with the council’s core commitment to fairness and Islington’s 2030 vision and plan.

We are looking for three highly skilled and experienced change leads to join a dynamic new team leading transformation, innovation and improvement across the council.

Islington's Transformation Unit will frame, drive and deliver change for each of the council's core directorates within a framework of clear outcomes, priorities and enablers.

As one of three Transformation Programme Leads, you will be responsible for acting as the key liaison to understand the strategic and operational needs of the business. You will work to ensure directorate programmes and priorities are focused in line with the council's core commitment to fairness and the Islington's 2030 vision and plan.

The successful candidate will:

  • take a lead in working with the directorate to visualise, articulate and solve complex problems and concepts, making disciplined recommendations based on available information;
  • know how to identify and explore opportunities for service and business improvement through effectively driving analysis;
  • identify, analyse and manage relationships with and between stakeholders, helping clarify mutual requirements and commitments; and
  • use management information and technical understanding to develop relevant reports within agreed timeframes.
This is a varied role combining strategic thinking, personal and professional credibility and sound judgement, to actively steer and shape strategic change projects and programmes across Islington.

The Transformation Unit embeds a robust PMO framework to improve visibility and strategic alignment.

The Transformation Programme Lead is responsible for acting as the key liaison for a core directorate (People, Housing, Environment & Regeneration or Public Health) in order to understand the strategic and operational needs of the business, enabling organisational priorities and strategy in line with the council’s core commitment to fairness and Islington’s 2030 vision and plan.

DUTIES AND RESPONSIBILITIES
  • To work closely with the corporate director and service directors, building long-term strategic relationships that help facilitate and deliver strategic outcomes.
  • To work with service directors and senior managers in investigating problems and opportunities in existing service processes and contribute to recommending solutions to these.
  • To own key strategic issues until the problem has been mitigated or resolved.
  • To produce relevant reports as required within agreed timeframes, working with the Strategy & Change team to ensure a level of consistency to approach.
  • To work within a strategic context, effectively communicating how activities meet strategic goals.
  • To have some technical understanding of a core council directorate (People; Environment & Regeneration; Housing; Public Health), applying this as required.
  • To develop a thorough understanding of a core council directorate (People; Environment & Regeneration; Housing; Public Health), proactively seeking to identify business requirements and assisting the development of new ways of working and associated business cases.
  • To identify and engage with services to build and understand needs in ensuring delivery and clearly articulating such needs as a strategic level.
  • To shape, promote and embed the council’s guiding approach to achieving the vision and goals set out in the corporate plan (specifically, pursuing fairness by building resilience in Islington through prevention and early intervention).
  • To work with the Resources Department and others to design and shape the council’s budget process around the organisation’s priorities and guiding approach.
  • To lead on the development of future Corporate Plans and related strategies (working with colleagues across the Strategy and Change team and the rest of the organisation).
  • To promote and embed the PMO framework, methods and tools as appropriate reporting and governance for key projects and programmes.
  • To lead service reviews into particular parts of the organisation, helping identify and resolve challenges and support improvements, when requested by the directorate management board or by services or teams themselves.
  • To support the Head of Corporate Delivery / Transformation in delivering the corporate performance framework, with the aim of generating insight, learning, and service improvements (particularly in respect of those parts of the corporate transformation on which they are leading).
  • To lead by example, championing and furthering fairness, equality and diversity within the workplace and in the delivery of services.
  • To ensure that duties are undertaken with due regard and compliance with the relevant legal frameworks and in accordance with council policies.
ADDITIONAL REQUIREMENTS AT PO9 GRADE:
  • To lead large, complex and high stake projects of organisation-wide significance and senior officer and/or member exposure, taking personal responsibility for their direction and delivery, working with a significant degree of autonomy and bringing demonstrable creativity, added value and impact to the work.
  • To be able to personally resolve issues and barriers with senior officers to ensure that projects progress.
  • To actively identify new opportunities and build a case for change that persuades senior stakeholders and the wider organisation to engage.
