New innovative technologies are being developed to meet the changing needs but these can give rise to new threats to users of the payments system, and to the stability of that system as a whole. This means that we need ever stronger protections and more resilient infrastructure. The Real-Time Gross Settlement System (RTGS) lies at the heart of UK payments. In total, RTGS settles around £600bn of payments each day which is close to the UK’s annual GDP every 3 days. The RTGS infrastructure is over 20 years old and, despite its excellent operational record, it needs to be modernised and developed to meet today’s needs. Balancing the safeguarding of stability whilst enabling innovation. The has been established to develop the next generation of the Bank of England’s Real-Time Gross Settlement (RTGS) system. The way payments are made has changed dramatically in recent years, reflecting changes in the needs of households and companies, changes in technology, and an evolving regulatory landscape. The range of payment providers is growing rapidly. The Bank also wants to use the latest technology to help to reduce risks and increase innovation and competition in payments, and in the financial sector more broadly. The implications of these changes for the Bank’s mission and for users, businesses and regulators mean it is important that the Bank considers how RTGS will need to evolve to meet and shape payments trends in the coming decades. Internal Readiness Team The RTGS Renewal Programme’s Internal Readiness Team plays a critical role in; Preparing RTGS users at all levels and across all impacted business and technology areas for the business change required to support the successful implementation of RT2 (types of business changes will include; systems, people, process, policy, training, data, organisational structure and ways of working); Supporting the smooth delivery of RT2 and implementation of the future Target Operating Model (TOM) implementation across multiple transition states and dual running periods; Responsibilities As the Training Lead you will be assigned to deliver the training workstreams within the RTGS Renewal programme’s Internal Readiness Team. This will cover over a 100 training deliverables, covering 22 teams across the Bank and integration with the Technical Delivery Partner and RTGS project leads. You will also be responsible for ensuring adequate preparedness for training for key implementation events (e.g.dress rehearsals & the Live Cutover weekend) with respect to resource planning etc. This will enable you to support all business and technology teams after Go-Live. You will be able to develop and maintain effective working relationships with senior managers, the wider project and portfolio teams, our Technology Delivery Partner, business stakeholders and technology teams. As the Training Lead you will be the primary contact for around 250 stakeholders in RTGS - who will need training in order to be ready for the go-live of the renewed RTGS service. The role will include:- The successful delivery of the full scope of the training workstreams; Creating and leading the RTGS Renewal Programme’s training plan and presenting this to the senior leadership team. Drive the delivery of the training strategy, update strategy as required, develop bespoke training content with project leads to support user requirements where appropriate. Being responsible for the initiation, design, implementation, and management of efficient systems through which queries received from stakeholders in RTGS can be triaged, tracked and responded to in good time. Working to become a subject-matter ‘authority’ on online training systems, such as Articulate, which the RTGS Renewal Programme uses to track training progress. Proactively monitoring the workstream’s overall progress, actively running the training schedule and resolving issues and initiating corrective action as appropriate. Liaising closely with technology stakeholders to escalate and resolve technical queries, Articulating and escalating RTGS issues to the relevant internal stakeholders whilst assessing the impact to their overall training readiness and seeking solutions. Overseeing the work of the training co-ordinator on the team, and using Confluence to support team working and planning. Work as part of Business Change team on stakeholder management and change initiatives. Role Requirements Minimum (Essential) Criteria Excellent experience in coordinating training delivery. Skilled in aspects of project management including project planning, and RAID management (Risks, Assumptions, Issues and Dependencies). Previous experience working with online training systems, eg. Articulate and Oracle. IT delivery experience from working closely with technology providers – including in-house teams – to ensure technology deliverables meet requirements and delivered to time, cost and quality Business change experience gained from successfully handling the organisational, cultural and stakeholder challenges of large scale change. Strong stakeholder management skills, with the ability to negotiate, persuade and influence business decisions at senior management level. Excellent verbal and written communication skills to support effective communication with all stakeholders. Strong organisation skills, with the ability to handle conflicting deadlines and priorities. Good people management capabilities, with experience of line or matrix management of teams. Desirable Criteria Training delivery experience. Experience of introducing a new service / business change with a large organisation. Knowledge of RTGS or other financial systems. Salary and Benefits Information This specific role offers a base salary of circa £45,900 - 53,460 per annum (depending on skills and experience) on a full-time basis. We encourage flexible working, part time working and job share arrangements. Part time salary and benefits will be on a pro-rated basis as appropriate. In addition, we also offer a comprehensive benefits package as detailed below: A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year. A discretionary performance award based on a current award pool. A 7% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits. (Note that from April 2023 and for the Benefits year 2023/24, this will increase to 8%) 26 days’ annual leave with option to buy up to 12 additional days through flexible benefits.
