Our aim is to improve care for patients by working collaboratively across primary care and our partners as part of the Integrated Care Partnership. The Confederation team also work to develop and support individual GP practices, PCNs and Neighbourhoods and their changing needs. We are of the NHS but independent, innovative and transformational.

Whilst employed by The Confederation, Hillingdon CIC this role will be based within one of our partner organisations NHS NW London Training Hub (Ealing).
The Integrated Care Board in North West London (NW London) is called NHS NW London. It is the statutory NHS organisation responsible for developing a plan for meeting the health needs of the population, managing the NHS budget and arranging for the provision of health services in NW London. Now ICBs are legally established, clinical commissioning groups (CCGs) have been abolished from the 1st July 2022.
The ICBs serve a population of over 2.1 million people who live across the eight boroughs of North West London. They plan and allocate NHS resource to deliver a wide range of services including mental health services, urgent and emergency care, elective hospital services, and community care.
NHS NW London takes on the NHS planning functions previously held by clinical commissioning groups (CCGs) and is likely to absorb some planning roles from NHS England in the future.

North West London (NWL) Training Hubs
Each training hub receives Health Education England (HEE) funding targeted for use in primary care to support the development of place-based student placements, recruitment and transition of staff into primary care roles. In Autumn 2021 Training Hub services were put out to national tender. The eight Training Hubs across the NWL geographical footprint elected to come together in a consortium arrangement; the bid was successful and in April 2022 the new arrangements went live.
The remit of the Training Hubs is to bring together education and training resources from NHS organisations and community providers, as well as local authorities. Training Hubs are your go to place for any information about primary care workforce, education, and development.
Every practice and Primary Care Network (PCN) has access to Training Hub resources. Training Hubs:
- Have a key role in understanding, influencing, supporting, and leading educational interventions around population health needs and health inequalities in their area to address these.
- Provide advice on workforce planning and training needs analysis, to help find which roles best meet the needs of the population. For example, actively supporting workforce planning by understanding population health needs and the training needs required to support new care pathways.
- Help new staff, appointed through the Additional Roles Reimbursement Scheme (ARRS) scheme, embed into roles, for example supporting the roll out of the First Contact Practitioner (FCP) programme.
- Facilitate and/or deliver opportunities for Continuing Professional Development (CPD) programmes, based on scoping CPD requirements across PCNs.
- Provide career support at all stages for all primary care workforce.
- Train and, where appropriate, recruit more educators.
- Develop and help to keep staff through retention programmes, for example mentoring, and preceptorships.
- Support practices and PCNs, who are looking to become learning environments, to increase the number of placements for a variety of trainees and students.
This role will be responsible for the management and delivery of a number of strategic change projects within the training hub such as the embedding of PCN educators, quality assured learning environments and workforce planning.
Primary Responsibilities
Project Management:
- Deliver projects across the organisation, on time, within budget and to the agreed scope.
- Work with Training Hub, Primary Care team and PCNs to develop project plans and documentation and guide teams through the project lifecycle.
- Ensure project roles and responsibilities are established for each project and ensure all stakeholders are aware of the project management processes that they will participate in.
- Manage project risks, issues and changes and monitor project progress, ensuring stakeholders are updated and that everyone can meet their required deliverables within the project timescales.
- Responsible for identifying and managing stakeholder engagement and communication needs.
- Produce regular progress reports for all stakeholders including the training hub, the Executive Leadership Team and the primary care team escalating risks and issues where necessary.
- Lead project reviews to capture successes and learnings and ensure project outcomes are embedded into Business as Usual (BAU).
- Manage the costs and budgets assigned to the projects.
- Plan resources (internal and external) to deliver the changes proposed
- Develop a reporting suite or use other project management tools to help track and monitor progress. Develop reporting dashboards to report on progress.
PCN Development:
- To support the development of a workforce strategy for Ealing in conjunction with all key stakeholders
- To support the development of an education and training strategy to ensure all workforce in primary care can work at the top of their licence
- To support the development of metrics to display the impact of the ARRS roles on the delivery of the Primary Care programme
- To develop career pathway maps to help people transition between roles in primary care
- To work with leadership academy to develop leadership opportunities at all levels of primary care
- To map training needs for any new programme such as the development of the NWL standard and the Fuller Report and support translating the contracts into practical application on the ground with appropriate support for practitioners to deliver the required services
Delivery of KPIs:

- % of PCN's offered support on workforce planning, advice and identification of needs for patients and population
- % of Nurses and allied health professionals (AHP) staff offered continuing professional development (CPD) funding

- To have expertise in workforce planning tools and to work with PCNs to map their workforce
- To work with PCN CDs PCN GP and nurse education leads to get to understand the workforce plan for each network and to support the development of recruitment and retention strategies
- To work with NWL TH and PCNs to roll out initiatives that support the recruitment, retention support and development of all roles within PCNs
- To support each PCN to become a quality assured learning environment
- To support the increase in trained supervisors in each network
Quality Assurance of Learning Environments:
- To ensure that there are systems and processes in place that comply with IG requirements around GDPR and storage of data for visit reports, trainee videos and applications
- To ensure the process runs smoothly and to organise the application and assessment process from start to finish
Career Development:
- To support all roles in their career development and working to the top of their licence
- To develop supporting materials on career pathways
- To support recruitment drives and school outreach to promote primary care as a good place to work
Fellowships:
- To work with practices to increase uptake of fellowship roles
- To work with PCNs community and secondary care providers to develop portfolio roles for GP fellows
- To work with NWL TH Fellow lead to ensure that there is clear supporting documentation and that all communication channels are used to ensure dissemination of opportunities
Integration:
- To support the integrated care partnership by working with clinicians across organisations and understanding where training could be delivered jointly
- To support placements on programmes which have multi- disciplinary learning environments such as preparing nursing associates in primary care for hospital placements and working with hospitals to support their nursing associates when they have placements in primary care
- To develop the anchor network to work with local providers around development of local people for roles in the NHS
Increasing Diversity and reducing health inequalities:
- Supporting the reduction of health inequalities by promoting QI and training opportunities such as the deep end programme
- To ensure that there is a training and support available for practices to understand their responsibilities to increase diversity and reduce health inequalities
- To support the rollout of the Workforce Race Strategy (WRES) and to support Primary Care to find solutions regarding discrimination & racism and begin to understand its potential effect on individuals, teams and services
Apprenticeships:
- To work with NWL TH apprenticeship lead to roll out apprenticeships for all primary care roles
- To understand levy sharing and support practices to access this
- To understand the apprenticeship pathways and encourage and support practices to take these up
- To support the development of health and social care workers particularly in embedding core skills and encouraging those with the requisite skills and experience to apply for Apprentice Nursing Associate and Registered Nurse Degree Apprenticeship roles as appropriate
- To work with training providers to ensure materials and training is primary care focused
- To develop supporting materials and introduction packs for practices on apprenticeships
Specific Programmes, Forums and meetings:
- To support the development of forums and learning events for both singular and multi-professional groups
- To support the multidisciplinary faculty
- To support the development and roll out of forums for all roles working in primary care
Communication and Processes:
- Develop a regular bulletin to advertise key opportunities
- Set up booking, monitoring and evaluation processes so the data requested can be found and presented easily
- To clarify and simplify data streams and to work with NWL to ensure that local data can be easily provided to support local work streams
- To provide reporting as needed to borough team, NWL Training hub and other stakeholders
- To ensure all contractual, monitoring and financial returns are completed in a timely manner
Key Working Relationships:
- The post holder will be required to communicate and provide complex information to a wide range of internal and external stakeholders.
- Participate in relevant internal and external working groups/projects, and initiatives which may be highly complex, sensitive, political and contain contentious information with the aim of providing information an analytical advice to the team.
