Job summary
The Finance Profession in Scottish Government is becoming more established and with a degree of central oversight we have been able to identify a number of vacancies arising. Job Description
The Scottish Government’s Finance function supports policy directorates together with a wide range of public bodies and their stakeholders to ensure the delivery of value for money outcomes. In an environment where funding levels are increasingly challenging and complex, with new powers increasing fiscal autonomy pending as a consequence of the Scotland Act 2016, the need for ensuring value for money in the delivery of public services is critical. All of the roles available support the effective decision-making and the stewardship of public money. As the financial environment becomes more complex, there is a need for continuing development of financial reporting. Successful candidates will play a key role in supporting this work.
Roles
All roles in this recruitment are graded the same and we expect all candidates will have strong financial and analytical skills an eye for detail. All roles are based in the corporate centre, however there will be slight variations in each position with different stakeholders being serviced depending on the business area.
Full professional training will be provided under our trainee accountant policy while you study towards your professional accountancy qualification and you will be joining an ever evolving organisation that supports growth and change with a range of learning and development opportunities.

Overview
Financial Management Directorate
The Financial Management Directorate is the central hub for finance in Scottish Government. The available roles sit within the Financial Management and Reporting Division, which is responsible for the production of core Scottish Government Annual Accounts and corporate budget monitoring information, as well as provision of professional accountancy, advisory and consultancy services.
We are the custodians of over £40bn of public spending and play a key role in its administration and governance, providing expert advice and options to Directors / Ministers to manage it. The Finance function supports policy directorates together with a wide range of public bodies and their stakeholders to ensure good quality financial information to support decision making and achievement of Value for Money outcomes. These roles support the effective financial management, decision making and the stewardship of public money.
Directorate for Health Finance, Corporate Governance and Value
The Health Finance, Corporate Governance and Value Directorate seeks to achieve the best health and care outcomes for people by ensuring the best possible use is made of the £19 billion budget in the Health & Social Care Portfolio.
We are responsible for a number of areas including financial monitoring and reporting of 22 NHS Boards, financial advice to Integration Authority Chief Finance Officers as well as the provision of ministerial support on the impact of policy decisions and future financial risks.
We also support the National Care Service (NCS) Programme with all financial matters including monitoring and forecasting the core NCS budget, costing design and policy options and leading on financial considerations of the NCS such as VAT or accounting changes.

Job description
The general duties of these roles will include:
Supporting the team in the production and distribution of financial reports to required timescales, providing accurate, relevant and timely management information;- Contributing to monthly accounting processes ensuring this is accurate and accounted for within tight timescales;
- Assisting in the preparation of the Annual Report and Accounts in accordance with statutory obligations, and liaising with external audit where required;
- Providing assistance in updating the financial ledger for example performing monthly reconciliation’s and preparing and processing journal entries;
- Assisting in the maintenance of overall financial control, to ensure the integrity of financial data on the ledger and the accuracy of the supporting systems and records;
- Ensuring adequate financial controls and clear audit trails are in place around accounting and reporting processes;
- Interrogating financial data held on the system, understanding and analysing trends, formatting in a way that drives high quality management reporting and decision making;
- Assisting in the development, improvement, maintenance, and documentation of financial procedures;
- Establishing and maintaining strong relationships with colleagues and key stakeholders within your Directorate and the wider Scottish Government;
- Working flexibly across the team and shifting direction quickly to meet changing priorities and demands;
- Progressing through a CCAB Professional Accountancy qualification, applying the skills and knowledge gained from that within the workplace.

Person specification
1. Good numerical and analytical skills, able to draw out key findings or recommendations from a range of data or information sources;
2. The ability to work on your own initiative with minimal supervision, organised and able to work to competing deadlines;
3. Good interpersonal skills and the ability to build and maintain relationships with colleagues from across the Scottish Government, including senior management;
4. The ability to be flexible and adapt to change in a growing organisation to meet business needs and the requirements of a professional accountancy qualification
