As part of our future strategy, Royal Mail is creating a network of new and exciting automated Parcel Hubs. These new Hubs will be pivotal to our transformation journey; providing state-of-the-art automation sortation solutions helping us to ensure we continue to excel at providing a great service to all our customers and the communities we deliver to. The Midlands Parcel Hub will be Royal Mail’s largest site processing over 1 million parcels a daily and moving 50% of the nation’s mail through our network of Mail Centre’s and Parcel Hubs for delivery both via road and rail through our onsite Rail Platform.
Our new Midlands Hub is due to become operational in Summer 2023 and we are looking for a passionate, motivated, and experienced Distribution Planning Manager to join the Midlands Super Vehicle Operation Centre Management team and be part of our future. You will play an instrumental part in the fast pace environment of the new Hub, managing and leading our Hub teams to build trusted relationships and delivering a world class automated operation with the capability to process 60,000 parcels an hour.
What Does the Role Involve?
The Planning Manager will report to the Lead Distribution Manager (LDM) and will work alongside the LDM to ensure a safe and legal operation by ensuring effective management of planning and resourcing at the Midlands Super Hub Vehicle Operation Centre (VOC).
The successful candidate will be required to work closely with the other stakeholders to plan, construct and maintain a legal and efficient duty set that supports excellent customer service for both the Midlands Super Hub and the wider Royal Mail Network. They will also be accountable for both short and long term resourcing plans which includes, consideration of the resourcing mix (Royal Mail drivers, agency demand and ad-hoc contractor plans as and when necessary). The role will also be responsible for planning of the indoor VOC team and operation.
In addition, the role will also be required to cover as a traffic office manager as required to support with the day-to-day operation of the VOC.
Key Accountabilities
- Responsible for ensuring safe operations through adherence to agreed safety policies, procedures, and regulations
- Responsible for compliance with all legislative requirements applicable to all fleet/trucks – expected a named CPC holder on the O’ Licence for site
- Produce and communicate the weekly VOC Resourcing plan to all stakeholders, as well as the production of short, medium and long term seasonal forecasts and resourcing plans
- Ensure all distribution/VOC management systems are complied with i.e., pre-advice, Open Options, Vision, Joined Up
- Build effective stakeholder relationships including pipeline colleagues, customer teams, CWU, linehaul planner and agency suppliers
- Utilise balanced scorecard / Key Performance Indicators review site performance and create robust plans to close performance gaps utilising continuous improvement tools. Identify performance improvement opportunities particularly on duty efficiencies and customer service. This role will contribute to improvements in the scorecard for distribution.

- Co-ordinate robust special event plans and delivery
What skills and experience are we looking for?
To be truly successful in this role, you’ll possess the following knowledge, skills and experience:
Knowledge, Skills and Experience:
- Industry experience and working knowledge of Logistics and Distribution operations, leading teams, and delivering results across a balanced scorecard
- Knowledge of UK road transport legislation, must be Certificate of Professional Competence qualified, or be prepared to study in order to attain within 12 months (essential role criteria)
- Good understanding of Network Planning tools, Royal Mail policies and processes
- Experience of using VOC management systems
- Planning skills and data / budgetary analysis skills
- Knowledge of safety requirements
- Continuous Improvement knowledge
- Ability to build strong stakeholder relationships and excellent influencing skills
- Negotiating with both trade unions
Shift patterns:
The role will mainly operate on a day shift but will require flexibly to support the 24/7 traffic office management as required
