Duties
As a Supervisory Telecommunications Specialist at the GS-0391-14 some of your typical work assignments may include:
- Serving as the Supervisory Telecommunications Specialist, Enterprise Engineering Directorate of the Mission Support Component.
- Providing plans, direction, guidance, and organization, and exercises control over technical personnel assigned to the Engineering Directorate.
- Directing of information technology, broadcast engineering, equipment standardization programs, and frequency/circuit management for American Forces Network (AFN) and Defense Media Production.
- Responsibility for technical operations, which provide satellite, radio and video/audio services for the AFN programming provided to DoD personnel and their families.
- Responsibility for ensuring that equipment and systems associated with studios, media production, signal distribution, transmitters, and satellite terminals are fully integrated and provide 24/7 broadcast and production operations.
- Seeking to innovate and improve technical support through innovative processes, staff development and active collaboration while continuing to deliver value to clients and stakeholders.
- Performing as a senior communications technology adviser for and technical expert to the Director, Mission Support and key senior staff regarding worldwide electronic communications, IT, engineering, and logistical matters, identifying IT and Broadcasting/ Production, technology needs and support requirements.

- This position has been identified as directly influencing the acquisition process. Incumbent will file Office of Government Ethics Financial Disclosure (OGE450).
- One-year supervisory probationary period may be required.
Qualifications
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
- Reviewing designs to enforce standardization and ensuring systems satisfy customer requirements.
- Identifying and analyzing electronic communications programs, operations, logistics and engineering support, and activities regarding their effectiveness, economy, results, and regulatory compliance.
- Ensuring that equipment and systems associated with studios, media production, signal distribution, transmitters, and satellite terminals are fully integrated and provide 24/7 broadcast and production operations.
In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0391 series.
Undergraduate and Graduate Education: Major study - electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
OR
Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

This is an Information Assurance Management Level III Certified position. IAW DoD Policy the incumbent shall comply with the requirements of DoD Cyber Workforce Certification program to achieve an IAM Level III DOD 8140 baseline certification within the allotted time frame.
