Currently, ManTech is seeking a motivated, career and customer-oriented Engineer-Communications IV to join our team in the following locations: National Capitol Region to include Washington DC, Virginia, and Maryland; Tucson, AZ; and Selfridge Air National Guard Base, MI. Our team supports a government acquisition organization comprised of a multi-disciplinary, integrated team of Government and contractor personnel executing multiple, complex national border security projects. Through systems acquisition and fielding activities, projects we support impact leadership decision making regarding operational mission resource allocations, appropriate border security responses, and successful implementation of national border security priorities.
Responsibilities include but are not limited to:
The Engineer – Communications IV provides the Government PM with communications systems subject matter expertise to include communications systems modeling and simulation, designs, processes, communication-to-sensor integration and interface, infrastructure, and supporting processes related to the development, evaluation, demonstration, or deployment of communications systems supporting CBP fixed, mobile, airborne, spaceborne, and agent-centric sensor surveillance systems. They perform geospatial view-shed and line-of-sight (LOS) path engineering of communications and surveillance sensors. They assist the Government PM in establishing communications project technical priorities and serve as the Government PM Technical Advisor on the adequacy of the System Developer’s execution of contractual requirements related to integrating, testing, and fielding communications technology in the operational environment. They assess current communications systems network infrastructures and associated spectrum management requirements in the context of border protection operational and information security needs. They support the analysis of developmental and/or commercial-off-the-shelf tactical communications systems deployed in various geographical border environments, sensor applications, telecommunications backhauls, narrowband/wideband /broadband communications networks and architectures in border security applications. They support functional requirements development for future command, control, communications, and common operational picture systems. They support Functional and Systems Acceptance Testing for command-and-control center systems and associated infrastructure, and they analyze communications systems project documentation to support requirements development, Engineering Design Reviews, and system developmental/operational test or other evaluation activities. They apply communications systems subject matter expertise to the development of Government Requests for Proposal, Statements of Work, Performance Work Statements, and performance specifications to the review of proposals and contract deliverables from industry vendors. They support the development of systems performance metrics, test objectives, validation strategies, and Test Event Plans, and assist the PM with preparing SES-level and higher headquarters-level briefs, white papers, and memos used as the basis to support executive program recommendations and decisions on communications technology systems. They document issues and action items, publish meeting minutes, and develop briefings to communicate project status. The Engineer – Communications IV provides direction to the Engineer – Communications III.
Basic Qualifications:
- A Bachelor’s Degree
- An Associate's Degree plus 4 years’ work experience OR HS and 6 years’ work experience may be substituted for the required Bachelor's Degree
- A minimum of at least 10 years of experience in border security communications systems development, evaluation, demonstration, deployment, or maintenance activities.
Preferred Qualifications:
- Experience in tactical communications systems, sensor applications, telecommunications backhauls, narrowband/wideband /broadband communications networks and architectures in border security applications

Clearance Requirements:
- Must be a US Citizen and be able to obtain a Customs and Border Protection Public Trust suitability determination.
Physical Requirements:
- Must be able to be in a stationary position more than 50% of the time
- Must be able to communicate, converse, and exchange information with peers and senior personnel
- Constantly operates a computer and other office productivity machinery, such as a computer
- The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
- The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
