Cardiff Council’s Transport White Paper lays out an ambitious 10-year plan to tackle the climate emergency, reduce congestion and improve air quality in the Welsh capital. The Council is working with our regional partners, Welsh Government and Transport for Wales to make sure that the right transport infrastructure is in place to provide real choices for people travelling into Cardiff from the wider region. Control of temporary uses of the public highway and the management and delivery of the highway licencing and inspection function as the City grows will be critical to the successful delivery of the plans. About the job
As a section leader officer, you’ll be responsible for the technical approval of all submissions for roads proposed for adoption under Section 38 and Section 278 of the Highways Act in order to ensure that they comply with the Council’s standards. You will be responsible for ensuring that the designs take full account of the relevant planning conditions, in liaison with the Transport Vision & Strategy team, and the requirements of the Cardiff Technical Standards. In the review you will need to take into account the buildability of the proposals and the access requirements in accordance with the hierarchy of users. As and when appropriate this will involve liaison and consultation with other Service Areas within the Council and relevant teams within your own Service Area.
As part of the agreement process you will have to arrange the preparation of legal instructions and procuring legal agreements via the Council's in-house dedicated legal teams.
The Section Leader will need to coordinate the review of the Road Safety Audits submitted to the team, including the preparation of the Overseeing Organisation Response the drafting and finalisation of the Agreed Actions.
The post is also responsible for maintaining and updating of the existing Cardiff Technical Standards as and when required.
What We Are Looking For From You
This key position requires an enthusiastic and organised individual with good IT, written and verbal communication skills together with relevant qualifications and/or previous experience in highway design/construction, and desirably some knowledge of the principles of SUDS drainage and highway safety. Knowledge of the Highways Act 1980 will also be required – in particular Sections 38, 142, 177, 219/220, 228 and 278. Candidates will need a strong understanding of the highways and transport related environment, Road Safety Audits, sustainable travel and applying highway design solutions. You will also need to maintain records of numerous on-going developments, and deal with regular incoming enquiries from consultants, local members, solicitors, and members of the public in a professional way and full compliance with the Council’s Codes of Conduct and & Corporate Policies.
