Team Manager – Development Management

Reporting to the Senior Manager – Planning, you will manage the work of the Development Management Team providing an efficient customer-centred service for the delivery of all services relating to the discharge of the regulatory functions of the planning acts, including the historic environment, enforcement and tree preservation matters. You will also deputise for the Senior Manager - Planning, as and when required.
This is a hugely rewarding post, as you will lead the Development Management Team through its continued development and make a significant contribution to the future shape of the Borough. You will need to draw from your technical knowledge and understanding to keep driving the team forward, adapting to positive change with new transformation plans in place.
You will be responsible for the day-to-day management of the Development Management Team to ensure the delivery of an excellent service and fulfilment of all relevant service objectives. You will:

You will be responsible for the day-to-day management of the Development Management Team to ensure the delivery of an excellent service and fulfilment of all relevant service objectives. You will:
- Provide clear and effective leadership to the team and ensure that capacity is managed and tasks are effectively distributed.
- Effectively programme manage dealing with planning applications, together with related matters including pre-application advice and enforcement. To ensure that statutory and constitutional responsibilities are appropriately discharged, including making decisions under delegated powers and, in relevant cases, making recommendations to Planning Committee.
- Co-ordinate the Development Management Team functions and duties and exercising, on behalf of the Council, the powers and duties of the post set out in the Council’s Constitution and Scheme of Delegation.
- Represent the Planning Service at Planning Committee, Community Area Forums, inquiries and court, as appropriate.
- Monitor the Development Management Team budget and authorise expenses, as appropriate.
- Ensure the team’s performance meets agreed targets through performance management and monitoring.
- Ensure that team members have the correct managerial support, skills, training, competencies, values and work ethic to deliver successful service outcomes.
- Work with the Senior Manager - Planning to promote a culture of development management and enabling within the service.
- Provide Development Management input and advice to the Spatial Planning Team on emerging planning policy.
- In liaison with the Senior Manager - Planning, carry out investigations and provide responses to complaints on matters relevant to the team’s functions and duties.
- Contribute to and lead the implementation of service improvements.
