Job description
KEY DUTIES
- Subject Matter Expert and Support Engineer of Quadel's proprietary document management, workflow management, and quality systems used in our Project Based Contract Administration (PBCA) contracts.
- Maintain a high degree of business knowledge in Quadel's various PBCA systems, with deep understanding of operational processes and requirements of Quadel's fulfillment of our contractual obligations
- Work closely with all members of the distributed user community to ensure effective use of all PBCA systems. This requires remote support.
- Work with vendors and system administrators to identify and resolve PBCA system errors and anomalies. Document errors in Quadel's support ticketing system.
- Identify, analyze, research, document, and prioritize system enhancements and changes
- Create ad-hoc and custom reports for all systems in response to requests from Business Team and Managing Directors
- Perform data maintenance tasks and monitor integrity of application data, including creating custom SQL scripts to import and export voucher data.
- Manage the activities of any contractors brought in to perform technical system support and/or develop functional extensions
- Work closely with the IT Management, Business Team and Developers on software development and implementation projects. Creating use cases, technical requirements and test plans.
- Perform System Integration tests on PBCA systems. Assist Business Team with User Acceptance Testing
- Provide technical guidance and support to the staff
QUALIFICATIONS AND EXPERIENCE
- Bachelor's degree in Information Technology
- Experience providing software and customer support for proprietary software systems, preferable in the Affordable Housing Industry
- Familiarity with HUD regulatory requirements in the area of Project Based Contract Administration (PBCA)
- Experience with SQL/Server, .NET, SharePoint, and a reporting tool such as SSRS
- Capable of creating SQL scripts to import and export database
- Familiarity with CaTRAC'r systems and databases
- Excellent written and oral communication skills
- Strong interpersonal skills
- Ability to work both independently and as an integral part of a team
- Ability to collect and analyze data and develop solutions to complex problems
- Ability to generate Software Requirements, User Acceptance Tests and Business Use Cases
