Strategy Advisor (inside IR35)

Defra’s Northern Ireland (NI) Directorate was formed in January 2021 to lead the next phase of work on the Northern Ireland Protocol. The role of the NI Directorate is to provide a single point of contact for all Defra NI Protocol related issues for business, NI Executive/ Department for Agriculture, Environment and Rural Affairs colleagues, and other government departments, working in partnership with the relevant programme SROs.
This role is part of the Northern Ireland Directorate’s Intergovernmental and Multilateral Strategy Team. The team leads negotiations with the European Union in relation to Defra’s interests, engagement with the Department for Agriculture, Environment and Rural Affairs (Northern Ireland), political analysis and Defra’s involvement in the UK- EU Joint Consultative Working Group

The Strategy Advisor will:
· Develop a deep understanding of EU Member State views on Northern Ireland Programme policies and the UK Government approach
· Managing the Northern Ireland Directorate’s relationships with Northern Ireland teams Whitehall, trade colleagues, embassies, and Irish counterparts
· Building understanding of British/Irish/Northern Ireland institutions in Defra
· Development of a Northern Ireland/Ireland capability offer
· Organising visits and engagement for senior officials and Ministers
· Advising colleagues on Northern Ireland/Ireland implications for Defra policy
· Structuring and coordinating engagement with the Department for Agriculture, Environment and Rural Affairs throughout implementation of the Windsor Framework
· Horizon scanning and scenario planning for political developments in Northern Ireland and Ireland through close working with the Northern Ireland Office.
Essentials
· CTC OR SC Clearance (Ideally)
· Experience working on projects/programmes in a complex and/or ambiguous environment
· Excellent oral and written communication skills
· Experience of producing briefing/materials for Senior Civil Servants and/or Ministers; or Board/C-suite level.
· Experience of working collaboratively with multidisciplinary groups to deliver shared outcomes
· Interest in current affairs/politics.
· Recent knowledge and understanding of the European Union, devolution in the UK, experience working with the Devolved Administrations, EU Member States or the European Commission
· Understanding of Northern Ireland institutions and politics

· Good understanding of Devolved Administrations
· Possibly Policy experience
· Possibly Executive Assistant background
· Possibly Internal comms background
· Politics degree
