Grade B £37,694 - £45,092 (National Framework) or £42,863 - £50,261 (London Framework – if you are London office based or homebased and live within the boundary of the M25) – There is also an additional homeworking allowance of £529 per annum for those working from home

The purpose of this role is to undertake and advise on advanced analysis, including the use of data science and statistical methods, generating insight to support CQC’s needs. The role will be varied, working across a wide range of quantitative and qualitative data and leading the delivery of new approaches and techniques for CQC.

This Data Scientist role will be within the Analytic Content function of the Data & Insight unit and join our existing Data Scientists and our Practice Lead Data Scientist working across the unit. The Analytic Content function is responsible for developing and maintaining key analysis to support how CQC regulates services. Analysts and data scientists in the team develop measures of quality and risk about health and care services, using a wide range of internal and external datasets and applying the most appropriate analytical methodologies.

What you will bring…
We are looking for strong knowledge of a range of analytical and data science methods and approaches, and how to apply them to a variety of problems. You’ll also have good working knowledge of a range of data tools including R, Python, SQL, or similar.

Accountabilities:
. Leadership and delivery of data science analysis/projects, including: prepare and shape data for analytical purposes, undertake complex quantitative analysis, establish statistical relevance and application of insights.
. Design, engineer and enhance automated statistical and machine learning algorithms to derive insight from data.
. Collaborate with qualitative specialists to deliver automated qualitative analysis, develop NLP solutions.
. Work using agile delivery approaches to deliver MVP outputs, testing and iterating solutions to optimise over time.
. Design and undertake appropriate quality control and assurance for delivery of output, ensuring statistical rigour.
. Work with other stakeholders and colleagues to develop and implement outputs for effective business use, including specifying data and methodology requirements.
. Provide coaching and training to colleagues in statistical methods and data science. Support requirements for training, development of programmes and materials.
. Provide direction and guidance to peers and junior colleagues, including management and development of teams, where required.
. Promote a strong data culture across CQC in line with the organisational data strategy.
. Role modelling inclusive behaviours in line with our values in everyday interactions.

Skills and Experience:
. Educated to degree level in a subject with substantial statistical or data science content, or equivalent professional experience.
. Excellent coding skills across a range of tools, preferably in R, Python and SQL.
. Experience of analysing large and complex data sets.
. Experience of applying statistical methodology and/or machine learning techniques.
. Familiarity with natural language processing concepts and experience in their practical use.
. Experience of planning, managing and delivering data science projects.
. Strong decision-making skills and capability to make sound judgement with limited supervision.
. Ability to identify problems and lead the delivery of solutions and preventative measures, escalating where appropriate.
. Proven ability to understand stakeholder needs, manage stakeholder expectations and influence at all levels on the use of data and insight.
. Proven ability to tailor the communication of insight in the most appropriate and compelling way for the audience, including through storytelling and visualisation.

Desirable:

. Knowledge and understanding of the health and care sectors.
. Experience of using record-level health and care datasets.
. Experience working with data engineer and architecture teams to implement and automate solutions.
