Job description
The role sits within the Marketing, Strategy & Insight, Brand Scotland and Internal Communications Unit which plays a critical role in the delivery of many of the Scottish Government’s outcomes.
Marketing campaigns and activity are delivered centrally by a number of portfolio teams linked to specific topics or audiences profiles. Teams are responsible for providing advice to Ministers and Directorates on how specific outcomes can be supported or achieved using marketing techniques.
The domestic Marketing Team undertake three main types of activity: social marketing (behaviour change), public information and direct response marketing. Teams are responsible for campaign creation, management and overall delivery of paid-for and/or community engagement-led marketing activity across multiple topic areas including (but not limited to) health, education, early years, economy, justice, net zero and safer communities.
The post is based in St Andrew’s House, Edinburgh. The Scottish Government is currently operating hybrid working arrangements.
Communications Pay Supplement
This post attracts a £2,000 Communications Pay Supplement per annum (pro rata), rising to £3,750 on completion of 12 months' successful service. This is paid in addition to your salary. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.
- Social media - design, oversee and implement an effective social media plan to increase reach and engagement and drive quality traffic to netzeronation.scot
- Content creation – create and share content via our social media channels, ensuring content is accessible, inclusive and on brand.
- Evaluation and insight - monitor the performance of social channels to contribute to evaluation and inform future activity.
- Share knowledge and expertise - ensure maximum effectiveness of social media activity by sharing learnings with peers within government and public sector organisations.
- Shape the digital marketing strategy – work with the Senior Marketing Manager to consider the roles for social media, website, email marketing and paid digital marketing in influencing behaviour change.
- Provide campaign support - provide support to the Senior Marketing Manager on the paid marketing plan, working with agencies and seeking timely internal approvals.

Essential Criteria & Qualifications:
Essential Criteria
- Proven experience of social media management in a communications or marketing role.
- Experience working on marketing or communications projects involving a range of different stakeholders.
- Experience in setting objectives and monitoring performance of social media channels. Proven ability to translate data into actionable audience-driven insight.
- Good oral communications skills combined with the confidence to deal with and influence people at all levels.
Existing experience of public sector marketing, particularly social marketing to support public behaviour change.- An interest in the political and economic environment in Scotland
Minimum Time in Post
It is expected that the successful candidate(s) would remain in post for three years, unless successful in achieving promotion to a higher band/grade.
