POSITION SCOPE
To operate, monitor and control the Thames Refinery Utilities Site Services on a 12 hour continuous 5 Crew system. The scope of the job covers steam generating plant (and associated equipment), power generating plant (and associated equipment), compressor plant (within the Utilities area), water demineralisation plant, cooling towers (and associated equipment), steam distribution and pressure control systems, fuel supply systems, hard, soft and treated water distribution systems, condensate recovery systems and effluent discharge systems.
DETAILED ROLES & RESPONSIBILITIES
- Monitor and control safe working (including PTW) in the Utilities Area
- Ensure all contractors and T&L Sugars personnel work safely and make them aware of plant hazards.
- Create and review Utilities Operating Procedures, Risk Assessments and Isolation Checklists.
- Isolate equipment and systems for permits to work.
- Complete reports, logs, data collection and handovers accurately and to the required schedule.
- Operate gas, oil and biomass fired HP boiler plant and associated equipment.
- Operate 6MW dual fuel Siemens ‘Tornado’ gas turbine, gas compressor and associated equipment.
- Operate steam turbine cooling systems.
- Monitor and adjust steam turbine load control using SRP HMI screens.
- Operate site air compressor station and desiccant dryer battery.
- Operate site steam supply, water supply, condensate collection and compressed air distribution systems.
- Operate water demineralisation plant.
- Analysis each shift of boiler feed water, treated water and boiler blow down to maintain water quality within limits set by BS2486.
- Use computerised plant monitoring and control systems relating to Utilities equipment.
- Maintain boilers / GTG within emission control limits.
- Maintain equipment to level 1 (initial breakdown diagnosis of defects limited repair).
- Conduct and record boiler performance and re-commissioning testing.
- Operate Plaistow LP boilers out of hours or if Plaistow SSO not available.
- Zero injuries to any persons working in the Utilities Area
- Utility plant availability – meet Process heat and power requirements 95% of the shift.
- Refinery energy usage as per plan-based target
- Site water usage as per plan-based target
- Electrical power export as per plan-based target (maximise)
- PH1 and evaporator condensate routed to SRP > 90% of shift
- Flue gas emissions within limits.
- Boiler water chemistry within BS2486 limits and blowdown losses <2%
- Boiler efficiency > 85% (at maximum load).
- Compressed air – average usage as per plan-based target
- Effluent within discharge consent limits
- Direct influence on annual Utilities budget of approx £13.1M.
- Direct impact on refinery production output of 500,000 tonnes/year
- Responsible for operation of plant with a capital replacement value of £50M.
ESSENTIAL CAPABILITIES (KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL ATTRIBUTES)
- Ability to interpret and evaluate data for decision making, improvement or planning.
- Use initiative to trouble shoot, problem solve and propose improvements.
- Boiler Operator Accreditation Scheme (BOAS) qualification (or equivalent) endorsed for Water Tube Boilers by CEA.
- Aalborg boiler operation (Validation by T&L Sugars and GASTEC).
- TEI (WHR) boiler operation (Validation by T&L Sugars and GASTEC).
- Fire tube (LP) Boiler operation (Validation by T&L Sugars and GASTEC)
- NALCO boiler water analysis (or equiv.).
- Siemens level 1 Gas turbine operation.
- HV electrical generator operation.
