The Burnaby School District is on the traditional territory of the Coast Salish Nations of Musqueam, Tsleil-Waututh and Squamish.

The Burnaby School District is the fourth largest in BC. The District operates 41 elementary and 8 secondary schools, including a range of district and provincial resource programs. The District supports and provides learning to 25,000 Kindergarten to Grade 12 (K-12) students and to more than 6,000 adult learners through our established Burnaby Community & Continuing Education program. Burnaby School District invites applications from individuals interested in the following Professional Exempt position: Manager, Data Services (1.00 FTE).

POSITION DESCRIPTION:

Reporting to the Director of Information Technology Services, the Data Services Manager functions alongside the Client Services Manager and Network and Security Manager as part of the Information Technology Services department. The Data Services Manager leads large District initiatives in support of strategic District business and educational objectives. The position is responsible for the development, adherence to and maintenance of District data standards including but not limited to Student Records and Student Information Systems. The Data Services Manager represents the interests of the District in matters of data integrity and interoperability and supports the various data functions within the District.

POSITION RESPONSIBILITES:

  • Provides managerial oversight, supervision, and support of Data Services operations;
  • Liaises between key district staff, 3rd parties and Ministerial staff;
  • Oversees the operations and strategic development of our district data repositories and applications;
  • Works with all departments to define best practices, processes, and procedures for data integration and standards;
  • Ensures standards, adherence to, and maintenance of District data including but not limited to Student Records and Student Information Systems;
  • Provides leadership in the management, development, and implementation of the Freedom of Information and Protection of Privacy Act (FIPPA) guidelines, school district Privacy Impact Assessment (PIA) policies, and maintains the Personal Information Bank;
  • Oversees the project management/change management services of the department;
  • Provides project consultation, implementation management, and planning services to various district departments;
  • Works directly with IT staff, business, and education leaders to initiate, plan, execute, and control the development and completion of technical projects including budget oversight; and
  • Responsible for the recruitment, training, coaching, work assignments and performance management of staff.

    POSITION QUALIFICATIONS:

  • Bachelor’s degree in business/technology or related field with a minimum five years of progressive managerial experience from industry, business or educational sectors in an information technology environment;
  • Strong project management skills – preferred minimum 5 years of project management experience, with a focus on leading teams, being a self-starter, operational delivery, planning and implementing integrated projects;
  • Experience in systems, design, data management and governance;
  • Expertise in the areas of School Act and FIPPA legislation as it pertains to retention, storage and protection of data;
  • Expertise in the use of computer operating systems, enterprise computer management systems (ECMS), Internet and database technology (design, software and structure), and Student Information Systems;
  • Demonstrated ability to apply creative and innovative approaches to achieve District business and educational objectives;
  • Demonstrated ability to assess situations to determine the importance, urgency and risks, and make clear decisions as well as apply creative and innovative approaches to improve District operations;
  • Ability to effectively communicate with a broad spectrum of internal and external stakeholders using appropriate communication tools and techniques;
  • Demonstrated ability in strategic planning: setting goals, creating and implementing action plans, and evaluating the process and results;
  • Demonstrated ability to lead, coach, supervise technical staff and meet service level agreements;
  • Excellent analytical and problem-solving ability to identify causes, gather and process relevant information, generate possible solutions, and make recommendations and/or resolve the problem;
  • Ability to foster teamwork and work effectively with teams to set goals, resolve problems, and make decisions that enhance organizational effectiveness;
  • A proven history to keep abreast of new technologies and to continually upgrade and develop information technology skills and knowledge; and
  • Valid class 5 British Columbia driver’s license.
