JOB TITLE: Support Services Manager
GRADE: SG2
DEPARTMENT: Support Services
ACCOUNTABLE TO: Business Support Manager
STAFF MANAGED: 10-15
LOCATION/WORK BASE: Grantham, Skegness and Lincoln dependant on area managed.
JOB PURPOSE AND SCOPE:
The postholder is responsible for managing a wide variety of support functions. It is for the postholder to ensure the provision of a high quality, customer focussed, support services dept that supports the strategic aims of the Force and PCC.
There are three Support Service Manager posts, and all will be responsible for the supervision, coordination and development of staff and allocation of workload within the Support Services teams. This will include the management of seized evidential property, provision of equipment, purchasing of goods / services, caretaking and courier services, support and budget management. Each post will have its own specialism to manage which will be determined with the post holder. These specialisms include but not limited to Crime, Operational and Major
Incident budget functions. HQ Uniform Stores and VRS Management, and the management of
Covert Accounts.
The post holder will support and assist the Business Support Manager in the performance of their duties.
The postholder will always demonstrate the force values. All staff involved in carrying out functions in this role will do so in accordance with the principles of the Code of Ethics. The aim of the Code of Ethics is to support each member of the policing profession to deliver the highest professional standards in their service to the public.
CORE WORK AREAS:
1. To support the Business Manager ensuring optimum delivery of an effective and efficient support service to all Force departments.
2. To demonstrate the values of the Force’s strategic plan by providing positive operational and leadership to ensure all staff the postholder is responsible for are suitably skilled, confident, feel supported, valued and empowered.
Complete PDR’s, set objectives and support training and development. Participate in staff recruitment.
3. Carry out day to day management of resources. Responsible for staff welfare, management of annual leave and absence, including attendance at any formal ill health hearings. Ensure work is allocated accordingly across a multi skilled team.
4. Ensure that all staff complete mandatory training such as Health and Safety and
Data Protection.
5. Identify and implement necessary changes as working practices continually evolve through changes of demand, legislation, or internal factors, while ensuring the effectiveness and continuous improvement of the service and managing associated risks and issues
6. To manage the performance of the services through maintaining and monitoring of systems and processes to ensure all associated activities are conducted in accordance with Force policies, processes and standards and legislative requirements.
7. To manage the devolved revenue budgets including authorising requisitions, price variance approval and budget forecasting in accordance with Procurement,
Contract and Financial Regulations.
8. Work with the Contracts and Commercial team to ensure that appropriate contracts are in place for own service areas, for example Stationery, Furniture,
Vehicle Recovery Scheme, etc. This will entail being involved from tender specification, evaluation, award, and day to day contract management.
9. To ensure appropriate procedures are in place for the control and management of stock
10. Working in conjunction with the Facilities Manager, act as a local point of contact for the maintenance of buildings, infrastructure and Health and Safety issues.
Including building security systems, TRAKA systems and key control. Monitor and manage contractors. Ensure that Planned Preventative Maintenance checks are carried out in line with Force policy.
11. To attend Departmental and Force management meetings as required along with attendance at Regional and National meetings relative to the areas of responsibility to support performance, provide information and maintain understanding of issues affecting operational areas.
12. Respond to calls, correspondence and complaints from members of the public, partner agencies and other police forces as required and by established protocols.
13. Operate and maintain the Petty Cash account, ensuring accounts are balanced and reconciled as required to comply with financial procedure.
14. Raise debtor accounts, including but not limited to special events, immigration accounts and police escorts. Process miscellaneous income.
15. In accordance with the Property in Police Possession policy, undertake the management of evidential property including firearms, drugs, cash and valuables.
Update and maintain the NICHE Property Management system. Arrange specialist disposals as required. Ensure the stored property is properly maintained and suitably stored to ensure no deterioration in condition.
16. Undertake 6-monthly audits of all the Property Management Stores within
Lincolnshire Police.
17. Provide resilience through administrative cover in the absence of any Support
Services Manager or other administrative staff as required.
18. To deputise on specific tasks in the absence of the Business Support Manager as required.
19. The post holder will be required to carry out other duties as may be determined from time to time within the general scope of the post
