Data Scientist
An exciting opportunity has arisen within the Business Intelligence Team in Cheshire & Merseyside ICB. As a part of the Population Health Team, you will have responsibility for developing and applying new and innovative ways of managing and analysing data. Working with data from all branches of health and social care, and pioneering the application of data from outside the traditional sphere, you will lead and support a growing and multi-skilled team of business intelligence experts, to build innovative applications using state-of-the-art big data technologies.
Working hand-in-hand with colleagues in academia, including the Institute of Population Health at the University of Liverpool, you will develop advanced analytics to enable Healthcare and NHS professionals to make the right and most cost-effective decisions for commissioning, patient care and healthcare services.
Using the very latest developments in analytics, Data Science and Operational Research you will be providing actionable data insight to senior managers and clinicians through the power of statistical modelling and analysis.

The role is designed to build a combination of subject matter expertise and technical skills to develop interactive data analysis to support service delivery and drive transformation.
To deliver the above, the Data Scientist will:
Be comfortable working both within a team and autonomously showing the tenacity and innovation required to meet end goals.
Handle and analyse large health and social care datasets using tools such as SQL, R and Python, supporting the development of actionable intelligence and predictive analysis.
Proactively build effective working relationships across the ICB System with data experts in other teams as well as external customers and suppliers to ensure business deliverables are met and delivered.
Work with internal and external Data Scientists and BI colleagues to develop baseline analytics on health and social care data on a national scale.
Where applicable, apply knowledge of Artificial Intelligence, Machine Learning, Cognitive Analytics and Big Data.

Leadership Responsibilities
To develop and maintain an understanding of the national perspective and future strategy for the NHS and related areas of Health and Social Care
To provide management to a section of the analysis team, empowering the team within own designated area, to perform to high standards and develop innovative ways of working.
To influence professionals within the ICB/S to make key business decisions based on the use of robust finance, activity, outcomes and patient experience analysis.
To play a key supporting role in the innovation and transformation of the use of intelligence within the local health and social care economy, including the use of non-traditional information sources.
Operational Responsibilities
Operate effectively in a flexible and demanding environment and proactively engage with a variety of stakeholders including ICB managers and staff, GPs, local authority managers and staff, and contractors/providers of locally commissioned services working on a variety of commissioning programmes, projects and issues
Provide and receive highly complex, sensitive and contentious information, presenting information to a wide range of stakeholders through the development of a suite of business intelligence applications and reports.
Work effectively with a variety of external consultancies working on other projects and programmes within other NHS directorates as required

Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information

Lead developments of business intelligence applications and reporting systems
Collate qualitative and quantitative information and lead appropriate analysis and interpretation to highlight issues, risks to aid in supporting decision-making
Work with and share information appropriately with a variety of stakeholders, including the local authority in order to support NHS programmes and projects
Develop and improve the use, quality, and presentation of data in support of the strategic roadmap for business intelligence delivery
Provide specialist statistical advice and guidance in the development and analysis of datasets and information
Lead on specific developments, allocating tasks as appropriate, identifying risks, issues and dependencies, considering best practice and current options and ultimately making decisions in the best interest of the project
Develop comprehensive, cohesive, and operationally sound project plans as appropriate, overall project timetables, minimising unnecessary disruption to stakeholders
Deliver high standards of work supporting the delivery of projects on time, to quality standards and in a cost-effective manner
Maintain documentation and associated delivery plans with regular team meetings to monitor progress and resources
Ensure the flexibility of the project if required to meet conflicting/changing requirements

Where appropriate, oversight of procurement and contract management of services relating to data management, data processing and analytical tools for the ICB,
Ensuring evaluation of the value for money of new contracts, monitoring the performance of existing providers and ensuring that provider performance aligns, and complies with contractual terms and conditions. Holding providers to account where the agreed standards and specifications are not met.
Financial accountability
The post holder will monitor business intelligence-related budgets, costs, forecasts and related performance information.
