Job description

The MCA promotes occupational health and safety and decent living and working conditions for seafarers, in accordance with international Conventions and standards and industry best practice. Seafarers and fishermen are vulnerable workers as they work away from the normal support networks and have less access to the enforcement mechanisms available to the workforce ashore.

As the Seafarer Living and Working Conditions Policy Specialist, it will be your responsibility to assist with the maintenance of appropriate regulation and supporting documentation for the implementation of the Maritime Labour Convention, 2006 (MLC), the ILO Work in Fishing Convention, 2007 (ILO188). You will also support other ILO-related work, including the development and dissemination of policy and guidance to stakeholders on ILO matters and wider seafarer policy.

You will attend formal meetings, answer email and telephone enquiries and coordinate meetings to ensure the industry’s policy and guidance is up-to-date and fit for purpose. You will be involved in making legislation, compiling and analysing statistics, monitoring the impact of the work of the team and promoting best practice to ensure seafarers have good working conditions.

This is a fantastic opportunity to join the MCA and take on an interesting and varied role with a range of duties. There will be lots of stakeholder engagement, internal and external, providing you with the chance to meet and build relationships with different people at all grades. This is a rewarding role where you will have the opportunity to make a difference and improve the living and working conditions for seafarers across the maritime sector.

This role will be based in the Southampton HQ. MCA supports flexible working and operates a hybrid working model between home and office for this role, giving you greater flexibility over where and when you work. Details of the arrangement will be discussed further with your line manager.

Some UK and European travel including overnight stays required, including occasional one-week meetings in Geneva (weekend travel).

A passport valid for international travel is required.

Your responsibilities include but are not limited to:

  • Ensuring that the UK fulfils its obligations as a ratifying country of the MLC and ILO 188, by identifying changes required to UK legislation to fully comply with the Conventions, and preparing mandatory reports to the ILO (Article 22 reports).
  • Working with stakeholders, develop policy on any proposals for amendments to the Conventions, or related issues arising from UK implementation of the Conventions. Representing UK policy at ILO meetings and meetings with external bodies.
  • Monitoring developments in wider UK policy on employment conditions and their enforcement.
  • Secretary to the MLC Tripartite Working Group and Work in Fishing Convention Working Group.

Person specification

About you:

To be successful in this role, you will need to have knowledge or experience of the policy area (seafarer living and working conditions) and/or of legislative process.

Preparing written documentation, for example guidance/correspondence on behalf of your employer or organization, will come naturally to you.

A strength of yours will be your ability to communicate effectively, verbally and in writing, to allow the development of good working relationships with internal and external stakeholders.

You will have experience in programme or project management and take great pride in your work, your attention to detail is second to none.

Internal applicants will be appointed on inward loan and subject to the terms of the agreed inward loan agreement. The expectation is that you will return to your previous post at the end of the loan period, which will need to be agreed with your line manager in advance.
