The Purpose of the role:
To lead the Safety Performance Management team, ensuring data input responsibilities are delivered in line with industry standard and the tracking of Accident/incident investigation process and make recommendations to support the Claims management process.
Responsibility for the production and distribution of periodic safety and environmental performance reports. To provide expertise in all areas of accident /incident reporting and ensuring statistical data is provided to internal and external stakeholders, including Abellio
Business Partnering the deliver of the HSW Plan and identification of Safety Performance Improvement initiatives, through attendance and supporting the HSW Plan governance meetings.
Key responsibilities include:
- Line Management Responsibilities for the Safety Data Coordinator
- In line with Railway Group Standards, ensure that data in relation to Health, Safety, Security and Environmental events, including rolling stock defects are input to SMIS and a system is in place to validate the data entered.
- Ensure a process is in place for timely reporting of accidents and incidents to the Office and Rail Regulator and Rail Accident Investigation Branch as required by legislation.
- Manage the creation and provision of statistical data on safety and environmental events involving EMR. Provide proactive trend analysis on such events within EMR
- Ensure that Safety and Environmental Performance Reports are produced to meet the needs of the business, to identify trends and areas for improvement, and compliance with statutory reporting requirements.
- Provide periodic data / reports to external and internal partners including EMR Board; Abellio Board; Joint Safety Committee; Rail Safety & Standards Board and the Safety Risk Model.
- Develop, maintain and distribute reports that enable Line Managers to benchmark their safety performance against other parts of the business and promote sharing of best practice to improve the way in which safety processes are implemented. Including Operational Incidents calendars.
- Ensure EMR is appropriately represented at RSSB SMIS meetings and is proactively involved in any changes.
- Monitor operating accidents and incidents, and dangerous occurrences and ensure that causes are established by an appropriate investigation . Determine trends and transferable lessons that are relevant to EMR operation and other industry partners. Advise remedial action where necessary
- Business Partnering the deliver of the HSW Plan and identification of Safety Performance Improvement initiatives, through attendance and supporting the HSW Plan governance meetings.
- The above list is not exhaustive, and on occasion, the role may need to undertake other reasonable requests as required by their line manager, in line with grade and competence
Skills and Experience Required:
- Technical ability to develop, implement and monitor HSSE Management System tools and initiatives aimed at improving HSSE performance at all levels of the business.
- Excellent engagement skills, both written and verbal, and possessing the ability to mentor, coach and develop individuals and teams
- Thorough knowledge of relevant Industry standards and legislation
- Appreciation of the routes and traction types, operated by EMR
- Excellent safety management and influencing skills, with ability to effectively communicate to all levels of the organisation.
