Job description

To be responsible for providing expert advice on fire engineering, fire safety and the interpretation of fire legislation & guidance to Estates & Facilities and the Trust. The post holder will provide support and assistance to the Fire Safety Manager in the management of fire safety across the Trust and assisting in any organisation where the Trust has service level agreements. The post holders will oversee fire safety issues relating to the maintenance and repair of all building fabric, utilities and engineering services, across the Trust, using the best possible business and working practices. Undertake fire safety training and education of all staff.

Assist the Trust Board in compliance with the statutory requirements of the Regulatory Reform Order (Fire Safety) 2005. Be responsible for managing and complying with all statutory instruments and guidance ensuring best practice for fire safety related to building fabric and engineering services. Deputise the full range of duties in the absence of the Fire Safety Manager. Manage and prioritise their own workload including and that of the rest of the Fire Team.

Providing specialist advice in relation to fire safety and undertake duties in relation to: Fire risk assessment Fire training Operational and technical advice Audit and inspection of operation fire safety Liaison with the Fire Service and other statutory authorities Fire investigation and reporting Day to day fire safety enquiries Influencing and directing the workload of the Fire Team To understand and interpret legislation and implement it locally with the Trust and to ensure the Trust has in place effective local policies and procedures. To co-ordinate fire safety activity and the practical application of legislative requirements and make clear recommendations in relation to the approach to be taken to develop compliant management arrangements. Interpret and understand or have a knowledge of the existence of all prevailing fire safety legislation and guidance including, but, not exclusive; Regulatory Reform (Fire Safety) Order 2005 Building Regulations Building Safety Act Understand the principles of British Standards Health & Safety at Work Act 1974 and Management of Health & Safety at Work Regs 1999 NHS Firecode suite of documents To support the appointment and manage external fire safety consultants, along with other resources to meet statutory fire safety legislation and to validate fire risk assessments for audit/review requirements of the Trust Fire Safety Policy. To plan, prepare and ensure delivery of fire training across the Trust ensuring it is tailored to meet the operational and legislative needs of all departments including stakeholder awareness of statutory duties.

Work with the Training and Development to ensure complete and accurate training records are retained. Be responsible for the interpretation and implementation of Legislation and Technical Guidance with regard to delegated areas of Estate Management including providing appropriate advice to the Trust. Be responsible for dealing with all fire emergencies and for the activation and escalation of the Trust Estates Emergency Plan as necessary. Provide specialist fire safety information to consultant & design teams regarding complex fire safety systems and services to enable the provision of development and improvements to the building fabric & engineering services across the Trust.

Receive, interpret and disseminate highly complex and specialised information from outside Agencies, to other staff groups within the Trust. Negotiate with outside agencies to ensure that all goods and services are obtained in accordance with the relevant Trust procedures and provide value for money. Use of the Trust Intranet Property Register to create, develop and deliver comprehensive reports on specified areas of responsibility. Research and develop the latest Estate Management strategies and implement new methods of working throughout the Trust in order to obtain the optimum return on resources.

Responsible for the delivery of regular programmes for module fire training and participates in the on-going education and training of staff at all levels, on fire safety and evacuation techniques. To carry out fire prevention inspections and workplace risk assessments throughout the Trust, together with monitoring means of escape and preparing defect reports for action Liaises with the Local Authority Fire Brigade Officers in the inspection of buildings; the investigation of outbreaks of fire; the implementation of false alarm reduction plans and fire matters of joint interest. Network with other Trusts and organisations on fire safety issues to best develop the Trusts fire safety management plan locally. Ensure that adequate records of all fire related incidents are kept and the necessary reports are prepared for senior management and NHS England.

Ensure fire alarm system log books are regularly checked to certify that the systems are maintained to the appropriate British Standard; that all maintenance checks/tests, defects etc are reported, acted upon and the appropriate audit records are available for independent inspection. Ensure adequate appropriate fire fighting equipment is provided and installed throughout the Trusts premises Ensure that adequate record drawings of premises showing fire compartmentation, fire alarms, emergency lighting etc are maintained by Estates and that appropriate processes are in place that ensures they are updated whenever necessary.
