The Purpose and responsibilities of the role:

  • Lead the Safety Business Partnering pillar of the safety team, ensuring all functions are supported to deliver on their safety responsibilities, Operational standards, and SMS requirements. Developing Business partnering strategies and development.
  • Lead the delivery of Safety Performance information, ensuring all functions are provided with the required information to monitor safety performance and inform safety improvement initiatives.
  • Lead on the ongoing development and promotion of the HSW Plan, engaging with the industry to ensure the approach remains in line with industry, engagement with the Safety Reps to ensure the plan is fully collaborative. Working with the wider safety team to ensure HSW Plan priorities continue to be risk based and maintain compliance.
  • Lead on the ongoing development of cultural maturity initiatives to promote the we keep people safe value and ensure that strategies are in place to ensure roles and responsibilities are understood.
  • Act as the Deputy Professional Head of Occupational Safety to support safety validation process.
  • Developing and coaching the Safety BP team to ensure consistent cross functional support is provided. Creating a strong succession planning through the delivery of the apprentice secondment opportunities.
  • Provide guidance to the business on Safety Legislation, EMR and industry Safety policies and procedures and operational standards.
  • Act as the Lead DCP chairing the DCP group to ensure consistent application of accident and incident investigation to ensure quality of recommendations and delivery of corrective actions.
  • Lead on the successful execution of the EMR HSW plan and the consistent delivery of the HSW governance structure
  • Lead and support incident investigations and provide concise, detailed reports that clearly identify the root cause(s) and effective corrective actions so to avoid reoccurrence.
  • Lead the delivery of Safety Representatives machinery, attending JSC to ensure clear communications channels are in place and that the SMS is proactively reviewed and that the safety reps are engaged and included in the review of changes and the continual improvement of the SMS and delivery of the HSW Plan.
  • Lead on the delivery of the 6 monthly Safety Culture Survey to ensure safety culture improvement is continual measured and required improvements identified and incorporated into BP approach and HSW Plan deli
  • Act as a role model for Safety leadership, promoting a positive safety culture. Ensure that the workforce are motivated and developed to fulfil appropriate obligations within the SMS and the EMR Risk Management structure.
  • Lead on the development of the Safety Culture though regular engagement with designated functions. Promote positive safety conversations at all levels to ensure that the SMS is continually developed to support current working practices within the risk management structure.
  • With the Operational and Occupational Standards and Compliance Manager, lead on the ongoing development of the SMS for designated function, including the design and implementation of underpinning policy and procedures that ensure legislative and industry standard compliance.
  • Liaise with the Safety Risk and change team to ensure that the EMR SMS reflects safety practice and ensure that the risk profile is updated with all safety documentation controlled centrally by the Safety team.
  • All staff have a responsibility and accountability to ensure that their day-to-day activities support our commitments under the Sustainability Policy Statement and relevant management systems (e.g. ISO14001 or ISO50001); and to act in a sustainable manner and minimise impact on the environment.

Qualifications and Experience Required for the role:

  • Level 6 Occupational Health and Safety qualification or equivalent level of experience, chartered or working towards
  • Graduate membership of Institute of Occupational Safety and Health (IOSH)
  • Qualified internal auditor
  • Safety Professional with significant experience of health and safety management within a safety critical industry, with demonstrable experience of such a role in the UK Railway Industry.
  • Excellent Safety leadership and people management skills, with ability to effectively communicate at all levels across the organisation.
  • Significant Operational delivery experience of the designated function, understanding of operational standards and safety legislation application.
  • Significant experience and qualified in root cause investigation, leading and supporting incident investigations
  • Excellent communication skills, both written and verbal.
  • Proven ability in mentoring, coaching and developing individuals and teams.
  • Appreciation of the EMR routes and traction types

EMR has a hybrid working policy, which is applicable for this role with time split between home and on site working. Should you wish to work full time on site this is also an option.

Whilst your base will be Derby Head Office, you will need to be flexible with travelling and working at other EMR locations to be able to support stakeholders in person as required. You will be provided with a First Class duty travel pass to be able to travel around the EMR network and work on the move.
