This position is located in the Department of the Interior, Office of the Secretary, DAS Public Safety, Resource Protection, and Emergency Services (DAS-PRE), Office of Aviation Services (OAS), Alaska Regional Office, Aviation Safety Compliance division, in Anchorage, Alaska.
This position serves as the supervisor of the Alaska Aviation Safety Compliance division (ASC) and as principal assistant to the Alaska Regional Director. It is responsible for the overall supervision and management of the ASC division, developing polices, researching and coordinating cooperative agreements with DOI bureaus, and may serve as a representative of the OAS Alaska Regional Office to other DOI bureaus.
At the full performance level (GS-14) the major duties of this position include but are not limited to the following:
1. As the supervisor of Alaska Aviation Safety Compliance division, the incumbent provides management direction and exercises a broad range of supervisory responsibility over the staff of Aviation Safety Inspectors and a support position.
2. Oversees and may participate in the performance of a variety of special projects which may include, but are not limited to, providing training on aviation policy and procedures to ensure ASC compliance with DOI policies and leading or participating on teams, including individuals outside of the OAS, whose purpose is to develop and implement DOI aviation policies.
3. Directs, coordinates, and maintains ASC activities; employee training and development; and administrative support. Conducts continuing reviews with ASC personnel to ensure compliance with established policies, directives, procedures, and other matters relating to Bureau support activities.
4. Oversees and participates in the inspection of aircraft and/or aircrews furnished under contract, cooperator Agreement, and Bureau fleet, for both pre-use and active operations. Provide ground and flight training to Fleet Pilots. Participates in DOI pilot flight clinics and pilot ground schools as a flight instructor. Conducts after maintenance flight tests on aircraft.
5. Provides field examinations and consultation of ongoing air operations conducted by the Bureaus and the OAS to identify unacceptable hazards and procedures that should be modified or eliminated and evaluates compliance with Departmental safety policies governing related air operation and occupational safety and health matters.
6. Provides administrative leadership in the management of cooperative requests from bureaus, serves as a Contracting Officer's Representative (COR) and works closely with the acquisition services organization for on call and exclusive use contracts.
7. Serves as lead or consultant to various aviation project teams to help resolve complex management problems to improve the efficiency of operations and personnel. Prepares project plans and methodologies to analyze mission, functions, staffing methods, organizational structure, work methods, processes, procedures, and related criteria.

The Office of the Secretary has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-14: $131,199 - 170,556 per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
