Job description

We have an exciting opportunity for someone with knowledge and expertise in resuscitation to join the Resuscitation Service as a Resuscitation Officer. This role will involve teaching resuscitation skills to many different groups of staff and is an opportunity to develop further expertise in this area.

This is a substantive Band 6 post for 37.5 hours.

The Resuscitation Service is responsible for providing basic and Immediate Life Support training to all staff who work in the Trust

Other aspects of the job include the provision and maintenance of resuscitation equipment across the organisation, auditing the emergency resuscitation equipment, clinical support and advice to staff and contributing to on going quality and improvement work in areas such as DNACPR

Job Purpose:
The post holder will support with the Lead Resuscitation Officer to direct the Trust-wide Resuscitation Service and will provide strategic advice to departments as required.

Work with the Trust’s Resuscitation Committee, Operational Managers and staff to ensure the availability and preparedness of resuscitation equipment in clinical practice.

The post holder will provide specialist knowledge and expert advice in relation to resuscitation subjects. In conjunction with the Trust Resuscitation Committee, will support Trust compliance with CQC and UK Resuscitation standards/guidelines. Advising on resources required to comply with the standards/guidelines.

Clinical
1. Be responsible for the delivery of resuscitation training to all levels of staff employed by Mersey Care NHS Foundation Trust. There is also a requirement to travel to and train staff within community sites.

2. Support the Resuscitation Service Lead in the Interpretation of national guidelines and policies for resuscitation, anaphylaxis and other emergency support procedures such as emergency oxygen care, early warning tools. Advise and update relevant algorithms and policies through identified service leads on resuscitation requirements.

3. Participate in and development of resuscitation, anaphylaxis and any training/teaching sessions deemed appropriate to the role.

4. Organise and deliver adult and paediatric Immediate Life Support (ILS) Resuscitation Council (UK) validated courses to Health Care Professionals within the Trust.

5. Organise and deliver Basic Life Support (BLS) and BLS updates (adult and paediatric) to the relevant target audience.

6. Support the Resuscitation Service Lead in maintaining Resuscitation Team compliance with regulatory training to enable their delivery of resuscitation training.

7. Ensure all training is delivered at the appropriate standard and to deliver sufficient training sessions to meet the target numbers annually.

8. Undertake practice drills within all inpatient wards and community services where required; ensuring actions are taken to address areas of concern.

9. Support the Resuscitation Service Lead in relation to emergency equipment required and advise directors and managers accordingly with regards to the procurement of equipment.

10. Support the Resuscitation Service Lead with the monitoring and auditing of emergency equipment within clinical areas and to take actions to address areas of concern.

11. Support the Clinical Managers in facilitating the development of acute clinical skills of staff within the Trust and in line with requirements from Learning & Development to meet national and local targets and quality indicators.

12. Uphold the NMC/HCPC/GMC standards and Codes of Professional Conduct, Scope of Professional Practice, Documentation, and Medicine Administration as published.

13. Be a clinically credible leader; to be visible in clinical services and be able to demonstrate competence in resuscitation skills.

14. Provide appropriate post resuscitation incident support and or relevant remedial training as required.

15. Advising, as required on the management of critical care transfers within the Trust.

16. Demonstrate high levels of interpersonal skills including diplomacy, negotiation and motivation to support best practice.

17. To represent the Trust at relevant external meetings and maintain membership at relevant Resuscitation regional meetings.

18. Provide clinical advice and support to medical staff on matters relating to “Do Not Attempt Resuscitation” Decisions.

Managerial

1. Support the Resuscitation Service Lead to ensure all training is delivered at the appropriate standard and to ensure delivery of sufficient training sessions in relevant localities to meet the target numbers annually.

2. Support the Resuscitation Service Lead to effectively manage any change process required to develop the service.

3. Support the Resuscitation Service Lead in the line manage of staff, in accordance with Trust policies and procedures.

4. Support the Resuscitation Service Lead with the management of the departmental budget.

5. In the absence of the Resuscitation Service Lead advise the Trust Resuscitation Committee; ensuring compliance with Resuscitation Council (UK) requirements, legislation and national standards including Health and Safety, MHRA, NPSA, CQC and NHSLA.

6. In the absence of the Resuscitation Service Lead the post holder will assume delegated key responsibilities and initiate preliminary corrective action in accordance with Unit/Trust Resuscitation Policies and Guidelines where necessary.

7. Be an effective communicator and listener (written and verbal) with members of the multidisciplinary team. Be able to discuss matters and handle sensitive issues.

8. Assist managers with the monitoring of quality and governance assurance systems within the Trust.

9. Assist the Resuscitation Service Lead in the day-to-day management of the Resuscitation Service and provide effective leadership to other members of the Resuscitation Team in the absence of the Resuscitation Service Lead.

10. Support the Resuscitation Service Lead to ensure appropriate funds for equipment and procurement are available for resuscitation, including the physically deteriorating patient.

Governance

1. Will support the Resuscitation Service Lead in advising the trust on operational changes, training needs and requirements for Trust Resuscitation policies and procedures.

2. Support the Resuscitation Service Lead to identify the different levels of resuscitation training and related subjects, assessing target audience descriptions and numbers annually for the trust in line with national and local policies and guidelines.

3. Support the Resuscitation Service Lead to update the Trust policies in line with national and local policies and agendas.

4. Undertake Quality and Safety Monitoring - Support the Resuscitation Service Lead on monitoring compliance and actions required in relation to legislation, NHSLA, CQC, legislation, MHRA, National Patient Safety Alerts (NPSA) in relation to resuscitation, anaphylaxis and relevant subjects in relation to resuscitation.

5. Facilitate the promotion of evidence-based resuscitation and peri-arrest practice/clinical effectiveness within the clinical area.

6. Support the Resuscitation Service Lead in undertaking clinical, environmental and corporate risk assessments where required related to resuscitation.

7. Support the Resuscitation Service Lead in designing and undertake service specific audits where required to provide assurance of a safe and effective service. Agree and monitor any relevant remedial action including training as required to achieve and maintain quality standards and to mitigate risks.

8. Investigate incidents, relating to resuscitation, and complaints and advise regarding changes in practice to improve quality of service.

9. In the absence of the Resuscitation Service Lead represent the service at relevant governance and operational meetings, for example, Quality and Risk Meetings, Clinical Leadership Group.

10. Support the Resuscitation Service Lead to author and present reports including the annual resuscitation report to the relevant strategic and governance committees.
