Team Mission - The Resilience Programme Manager team will support the achievement of the purpose, goals, and outcomes of the resilience programme and its constituent projects.

The Global Resilience Programme aims to catalyse USD1.5tn within the thematic bond market toward resilience investments by 2025 and to influence the public sector in key geographies to put in place policy and regulatory measures that incentivize investments in and reduce the cost of capital for projects that enhance systemic and transformative resilience.

Job Purpose

Reporting to the Head of Resilience, the Resilience Programme Manager is a newly created role designed to support the Head of Resilience in launching and leading a multi-year, multi-regional, and cross-functional programme designed to scale-up global financing of resilience investments through capital markets. The Programme will be delivered through a matrix-based implementation approach and thus requires a strong degree of collaboration and coordination.

In this role, the Resilience Programme Manager will support the Head of Resilience in providing cross-functional leadership and coordination across technical teams, climate services teams, and the supporting administrative teams such as Finance, People & Culture (P&C), Project Assurance and Learning (PAL) and Fundraising and Programme Design (FPD) to design and deliver the projects in a manner that is professional and seamless.

The Resilience Programme Manager will be responsible for the day-to-day management of projects within the programme, and will work closely with the Head of Resilience to provide overall leadership and coordination. facilitating the smooth running of projects, ensuring timely delivery of milestones, and effective coordination of project teams, and importantly for the smooth running of the various expert groups that are expected to be convened under this Programme.

The team is expected to grow rapidly as we secure further funding. As the programme becomes resourced, the role will be responsible for preparing and monitoring budgets, translating grants into workplans; reviewing, proofreading, and formatting documents; analyzing risks; identifying and escalating potential issues; and managing resources.

Key Relationships

  • Head of Resilience: Work closely with the Head of Resilience to support project management and coordination.
  • Project teams: Liaise with project teams to ensure project objectives are clearly defined and communicated, timelines are being met, and issues are being resolved effectively.
  • Finance team: Work with the Finance team to monitor project expenditure and costs against delivered and realized benefits as the program progresses.
  • PAL team: work with PAL team to ensure best practices and internal policies and procedures are adhered to for effective delivery.
  • Develop and maintain detailed project plans, ensuring effective project management and coordination.
  • Maintain up to date documentation for resilience-related work – collating and ensuring easy access to all deliverables, project reports, up to date budgets, lists of staff involved
  • Facilitate communication and collaboration between project teams, ensuring alignment with project objectives and timelines.
  • Monitor progress against project milestones and deliverables, reporting regularly to the Head of Resilience.
  • Act as knowledge repository for resilience projects, be familiar with grant and commercial contract requirements, keep track of key internal stakeholders involved in different project teams and facilitate communication across Climate Bonds
  • Identify risks and issues and work with project teams to develop appropriate mitigation and resolution strategies.
  • Ensure effective management of project resources, including budgets and staffing.
  • Work with the Head of Resilience to support stakeholder engagement and communications, including liaising with external partners, funders, and networks.
  • Support Head of Resilience to ensure projects are engaging strategically with external stakeholders and team leaders are maximising engagement opportunities across the organisation.
  • Support the development of program reports and communication materials, ensuring accuracy and consistency with program messaging.
  • Support the Head of Resilience in the organization of meetings and workshops, including agenda setting, meeting preparation, and follow-up actions.
  • Retain a high-level awareness in emerging adaptation and resilience finance discussion, keeping pace with the ongoing developments in taxonomies, Loss and Damage negotiations, TCFD and TNFD, risk rating agencies, leaving detail to respective teams.
  • Be an integral part of the donor engagement process, communicating effectively with donors on progress, timelines, and milestones achieved. You will also be responsible for reporting in conjunction with the Project Owner and stakeholders.

Stakeholder Engagement and Communications

Fundraising and Programme Design

  • Work closely with the Fundraising and Programme Design (FPD) team to design funding proposals. This will involve estimating the effort required, preparing budgets and delivery schedules, and ensuring that all proposals meet the necessary criteria as set out in our internal Project Management Framework.

  • At least 8 years of work experience in a project and programme management related role, ideally in an NGO / non-profit setting, with an understanding of donor relations and contract management
  • Knowledge of climate adaptation, climate resilience agenda, and the financing gaps for achieving or strong desire and ability to learn
  • Degree in finance, climate, or another relevant field.
  • Strong critical thinking, strategic and problem-solving skills, able to drive change and provide clarity on the implications of complex issues and how these will affect the programme
  • Significant experience of managing competing resource demands and time conflicts in a sensitive and efficient manner to achieve organisational goals and create a culture of working collaboratively
  • Previous experience successfully managing multiple, high value and complex grants and/or contracts.
  • Ability to work as part of a team and to take a collaborative approach. Strength in hiring, recruiting, managing, developing, coaching, and retaining individuals and teams, empowering them to elevate their levels of responsibility and performance.
  • Excellent communication skills
  • Ability to bring a positive outlook to working at CBI and energising teams around the mission.
  • Effective presentation style as well as strong speaking and written communication skills.
  • Experience of developing and managing a network of professional relationships.
